The reform of "decentralization,management and service" is a major decision made by the Chinese government in the context of comprehensively deepening reforms.Streamlining administration,delegating power,combining delegating powers,and optimizing services are not only the needs of the current people’s era,but also an inevitable requirement that suits China’s national conditions.As the administrative organs of the country and one of the judicial organs of the country,the public security organs need to keep pace with the times,keep up with the pace of the times,and actively implement the reform of "decentralization,management and service",and realizing the transformation from administrative management to optimized services.It not only reflects the purpose of the public security organs to serve the people,but also is an inevitable requirement to improve the satisfaction of the public security team,to promote the society to maintain a good situation,and to develop harmoniously and steadily.The Shandong provincial public security bureau takes "one-time settlement and public satisfaction" as the reform standard,rely on the "Internet + public security" government service platform,and create a Shandong-style "decentralization,management and service" reform.At present,Shandong Provincial Public Security Department has achieved certain results in implementing the reform of "decentralization,management and service".However,there are still problems and challenges in concept,system and digitization.This paper takes the reform of "decentralization,management and service" of Y City Public Security Bureau in Shandong Province as the research object.Through a large number of practical research,data access,discussion and exchange,this paper expounds in detail the measures taken by the reform of "decentralization,management and service" of Y City Public Security Bureau,summarizes the achievements of the reform of "decentralization,management and service" of Y City Public Security Bureau,deeply analyzes the problems existing in the reform of "decentralization,management and service" of Y City Public Security Bureau,and finds that there are still institutional obstacles to the reform,which need to be broken through Government process re-engineering needs to be optimized,digital transformation needs to be deepened,and there are systemic risks in data security.Based on the successful experiences and practices of Mingguang City,Anhui Province,Feicheng City,Shandong Province and Hangzhou City,Zhejiang Province,and in view of the above problems,this paper puts forward a series of countermeasures and suggestions from the aspects of improving the administrative system,building the system foundation,creating a scientific system framework,deepening the public security process re-engineering,and further promoting the digital transformation of public security,in order to provide theoretical reference for the reform and improvement of the "decentralization,management and service" of local public security organs,It provides a useful reference for promoting the reform of "decentralization,management and service" of local public security organs. |
