As of the end of December 2022,there are 1337 elderly care institutions and facilities in Guilin,with 32810 elderly care beds.However,in Liucheng District of Guilin City alone,the elderly aged 60 and above account for 20.33% of the total population,indicating a surging wave of aging.Due to the decline in physical function,elderly people are prone to varying degrees of disability and dementia.In today’s emerging and immature era of home care and community care,institutional care is still the majority of people’s choice.However,due to the lack of research on long-term care services in domestic elderly care institutions,the degree of aging in Guilin City has been increasing year by year.The problems of daily care,health management,and other related issues that accompany the aging population have become increasingly prominent,making elderly care institutions face various difficulties in carrying out long-term care services.This study applies the SPO theory to construct a research framework for long-term care services in elderly care institutions in Guilin from three dimensions: structure process results.Embedded in Maslow’s hierarchy of needs theory,through semi-structured interviews,in-depth field investigation was carried out on the specific situation of Guilin public elderly care institutions Y,public elderly care institutions X and private elderly care institutions T in carrying out long-term care services,analysis and summary of the difficulties of Guilin elderly care institutions in carrying out long-term care services,classification and comparison of them,and find out the commonness and differences of the difficulties.After investigation,it was found that various elderly care institutions in Guilin still face three common dilemmas: a lack of reference policies,regulations,and standards for long-term care services,a vague boundary of responsibilities for multiple subjects in long-term care services,and an unreasonable service team structure;There are five distinctive dilemmas,including the lack of inspection and supervision of long-term care services in private elderly care institutions,the differences in funding obtained by various elderly care institutions in their operation and service delivery processes,the greater susceptibility of private elderly care institutions to external factors,uneven service promotion effects,and a lack of emphasis on cultivating their ability to respond to emergencies.Finally,based on extensive reading of relevant literature on long-term care services both domestically and internationally,this study applies social support theory to analyze the reasons for long-term care services falling into the above difficulties from three levels:elderly care institutions themselves,communities and families,government and relevant departments;And based on excellent cases both domestically and internationally,constructive solutions are proposed to address the commonalities and differences in the dilemma.
