Research On The Elderly Care Needs Assessment Mechanism Based On Long-term Care Insuranc

In recent years,the main melody of the elderly care service system has changed.With the deepening of aging and aging,the number of disabled and semi disabled elderly caused by illness,aging and accidents is increasing day by day,"medical care and health care" has become the main theme of the elderly care service system.The central "14th five year plan" and the 2035 long-term goal outline proposed to implement the national strategy to actively respond to population aging,"requiring the construction of an elderly care service system with the coordination of home-based community institutions and the combination of medical care and health care".At the same time,the 14 th five year plan clearly puts forward the implementation principle of "delaying retirement",and gradually postpones the legal retirement age according to the principles of "small step adjustment,flexible implementation,classified promotion and overall consideration".With the implementation of the delayed retirement policy,the pension fund security of the elderly can be gradually solved,and the contradiction between the care and nursing needs of the elderly will be gradually enlarged with the implementation of the delayed retirement policy.It is urgent to understand the diversified needs of the elderly for "medical care and health care",and the importance of establishing the elderly demand evaluation mechanism is put on the agenda.The elderly care needs assessment system is the basis for the smooth implementation of the long-term care insurance system and the "gatekeeper".The system aims to build a mechanism for the accurate matching of elderly care needs and elderly care service facilities,which plays a decisive role in the rational allocation of basic public service resources for elderly care and improving the benefits of elderly care.The elderly care needs assessment system includes many core elements:assessment indicators,assessment mechanism,assessment cost,application of assessment results and so on.The evaluation mechanism includes the evaluation object,evaluation subject,evaluation process,etc.,that is,which part of the population the needs evaluation is aimed at,who will evaluate it,how to evaluate it,and how to evaluate it in case of dispute.These elements are the focus of this paper.Aiming at the problems reflected in the supply and demand levels of China’s elderly care demand assessment system,this paper compares the foreign policy literature research on the elderly care demand assessment system with China’s demand assessment system,and provides enlightenment for solving the problems existing in China’s elderly care demand assessment system based on China’s national conditions.Combined with the existing evaluation system,this paper puts forward some suggestions to improve the existing evaluation system in China.To provide a thinking path for further refining the national unified evaluation standard of long-term care disability level.
