Research On The Role Of Government In The Construction And Development Of The Characteristic Small Town Of Chaohu Sangua Commune

Implementing the construction of characteristic towns is an effective way to promote urban-rural integration and achieve rural revitalization.It plays an important role in promoting supply side reform,promoting local excellent traditional culture,driving agricultural resource production and sales,and promoting farmers’ income growth.Exploring how the government can better play its role in areas where the construction of small towns is not perfect,and continuously optimize government functions,is of great significance for promoting the sustainable development of characteristic towns,promoting urban-rural integration,and implementing rural revitalization.This article takes the characteristic town of Chaohu Sangua Commune as the research object from the perspective of government role.First of all,through field research and interviews,we learned the development advantages of Chaohu Sangua Commune featured town in terms of location,natural resources,culture and industry,and sorted out the government’s development planning,broadening financing channels,protecting historical Cultural resource management,improving infrastructure construction and public service system in the process of construction and development of Sangua Commune featured town The role played by the government in promoting the development of characteristic industries and mobilizing and guiding farmers to participate in the development of cultural and tourism characteristic industries was described.Secondly,it is analyzed that there are still problems in the government’s construction and development process,such as inadequate planning and design,insufficient funding and security,the need to strengthen the inheritance and protection of characteristic culture,inadequate infrastructure construction and public services,the need to strengthen the inheritance and protection of characteristic culture,inadequate infrastructure construction and public services,limited development of characteristic industries,and low participation enthusiasm of farmers,Using the theory of government functions and the theory of service-oriented government,this paper analyzes the reasons for the problems,including the lack of democracy in planning and decision-making,the lack of government funding due to the backward development of the local economy,the imperfect regulatory system,the traditional leading mode of the government has not changed,the imperfect market-oriented operating mechanism,and the lack of clarity of the subject of responsibility for the protection of historical Cultural resource management.Finally,six specific paths for optimizing the government’s role were proposed to address the issue: further improving planning and design;Expand financing channels and establish diversified investment and financing mechanisms;Strengthen the protection and inheritance of historical Cultural resource management;Improve infrastructure construction and optimize government public services;Expand the development space of characteristic industries;Actively guide the participation of farmers.
