The Research On The Optimization Of Government Functions In The Development Of Characteristic Towns

The construction of characteristic towns is an important way to promote the development of new urbanization in China.Firstly,it is a positive exploration under the new normal trend of domestic economy.Secondly,it is an important way to help farmers get rid of poverty and become rich.Thirdly,it is also a strong support to promote the economic development of countries and towns.Meanwhile,it is a positive role in realizing the national rural revitalization strategy and promoting common prosperity.In recent years,the National Development and Reform Commission(NDRC)and other national ministries and commissions have issued a number of policies to support the development of characteristic town.In the construction of characteristic towns,local governments should play the leading role,fulfill government functions and promote the development of the construction of characteristic towns healthily.In this paper,the author focused on the case of Bei Kuanping characteristic town which located in Shangluo,Shaanxi province.The whole paper based on the service-oriented government theory and public governance theory.First,the author introduced the fundamental states and regional advantages of Bei Kuanping characteristic town.Second,the author got the specific information of Bei Kuanping characteristic town from the local government workers,local residents,local merchants and local companies’ view by using the deep interview method and questionnaire method.Third,the author analyzed the performance of government function of Bei Kuanping characteristic town,found the deficiencies and reasons and gave suggestions for future development by giving the construction experiences of Ya mountain leisure characteristic town and Shangrao red tourism town,and learning the failure lesson of Donghuang town.Through investigation and analysis,at present,there still exist the absence,offside and malposition of government functions in the construction of Bei Kuanping characteristic town,for example,imperfect infrastructure construction,the weakness of service awareness,and the insufficient of talent safeguard.The main reasons for these problems are: lack of understanding of service-oriented government,the government supervision system is not perfect and there is a gap in construction funds.According to these problems,the author gave some suggestions: developing the government construction function,transforming the government public service function and enhancing the government social management function.These include improving infrastructure construction,strengthening financial security,improving ideological position,strengthening talent security,and creating cultural atmosphere,etc.
