Research On The Existing Problems And Strategies Of Rural Primary-Level Social Governance

Since the 19 th Party Congress of the Communist Party of China,Chinse economic development has entered a new normal and socialism with Chinese characteristics has entered a new era.In the midst of the adjustment of the general situation and environment,the rural areas of our country are also undergoing a new transformation,and rural primary-level social governance has become increasingly important in the context of rural revitalisation.In the report of the 20 th National Congress of the Communist Party of China,General Secretary Xi Jinping proposed to improve the social governance system,improve the social governance system of co-construction,co-management and sharing,enhance the effectiveness of social governance,smooth and standardise the channels for the expression of people’s demands,coordination of interests and protection of rights and interests,and build a community of social governance where everyone is responsible,everyone does his or her part and everyone enjoys it.As an important part of the chinese social governance in the new period,the innovation of its measures is conducive to enhancing its effectiveness,thereby improving the governance capacity of rural primary-level social governance and promoting the stable social and economic development of rural areas.This paper selects the rural society of Y town in Yanchuan County as the governance research area,takes social governance,rural primary-level social governance and related theoretical foundation as the theoretical support,uses literature research method,survey questionnaire method and interview method to explain the current situation of Y town’s governance of rural areas,in-depth research on the common problems in Y town’s rural primary-level social governance and the reasons for their occurrence.According to the survey,the main problems include weak co-ordination ability of the town government,weak leadership of the village committee,and insufficient villagers’ self-governance ability.The reasons include,the town government’s service guarantee is not in place,the village committee’s service supply is not perfect,and the villagers’ self-governance system is not sound.Finally,we propose countermeasures to improve social governance at the primary-level in Y town,mainly from the three main bodies of social governance at the primary-level,namely the town government,the village committee and the villagers,including enhancing awareness of governance,strengthening the village team,giving full play to the main role of the masses and improving the rule of law,so as to ultimately achieve the goal of multi-faceted governance,promote the formation of a modern governance system at the primary-level in Y town and facilitate the early realisation of Y town’s rural revitalisation goal.
