Research On Grassroots Social Governance Of B Town In J City From The Perspective Of Three-Governance Integration

The stressed that the party’s 19 th to perfect party committee leadership,government responsibility,nongovernmental support and public participation,the rule of law,safeguard the social management system,improve the socialization of social governance,the rule of law,in this paper,the intelligent and professional level in the rural governance system of "three" fusion present situation analysis,found that "three" the governance body exist in the process of fusion in the absence of and participation is not high,the rule of law system is not sound and legal consciousness,moral foundation damage and utilitarianism prevails,"three" in the cognitive problems such as inconsistency in the process of integration.Through the cause analysis,proposed in perfecting the social security system to strengthen rural quality education,in improving the country under the rule of law system of the rule of law concept of the masses,in rural reconstruction of excellent traditional culture of forging their own village culture,perfecting the theory of "three" fusion architecture and strengthen the innovative measures,such as its leading role to promote the improvement of the rural governance system and the improvement of the governance ability.This paper adopts the method of empirical research,conducts field research on grassroots governance in B village,J City,and collates literature data,combining the dilemma and optimization path of governance involving multiple subjects in the background of three-governance integration.Apart from the introduction,there are five main parts in this article.The first chapter mainly introduces the concept of the integration of grassroots social governance and triple governance,the theory of multiple collaborative governance,and the necessity of the three.It is pointed out that the connotation of the theory of multiple governance and the integration of three governance have a great fit which is the most important premise of the writing of this article.The second chapter introduces several measures taken by B village in J City in terms of grassroots social governance this year,focusing on the construction of the two committees and grassroots rural governance.The third chapter introduces the practice progress of B village in J City in three aspects of autonomy,rule of virtue and rule of law respectively from the perspective of integration of three governance.The fourth chapter mainly analyzes the governance dilemmas in the process of "three-governance integration",and analyzes the reasons for the governance dilemmas according to the existing problems of each subject.The fifth chapter puts forward the optimal path for the governance dilemma of multiple subjects.China’s rural governance system has changed from unitary management to multiple co-governance,but there are still many problems in the rural governance system due to social transformation.To further improve the rural governance system,necessary reforms must be carried out to integrate the rule of virtue and the rule of law into the rural autonomy system,to give play to the flexibility of the rule of virtue and the rigidity of the rule of law,so as to improve the level of rural governance and the overall level of social rule of law.In the context of the new era,this paper mainly expounds that the core of the governance of rural towns and townships is to further strengthen the political,technological and intellectual governance on the basis of the integration of autonomy,rule of law and rule of virtue in the rural governance system,so as to give full play to the role of multiple collaborative governance.
