Study On Rural Human Settlement Environment Regulation From The Perspective Of Multiple Subjects

Improving rural living environment has always been an important part of the rural revitalization strategy and an important aspect of ecological progress.While the improvement of rural human settlements has achieved good results,it also exposes some problems existing in the work.How to solve these problems is not only a practical subject,but also a theoretical research topic.Shanghe County is a big agricultural county,but for a long time by geographical environment,economic development,history and culture and other factors,the overall level of development is relatively backward.Especially in the process of rural living environment improvement,there are still shortcomings,need to be further improved,in order to meet the needs and satisfaction of the masses.Taking J Town of Shanghe County as the research object,this thesis studies and discusses the improvement of rural human settlement environment.By referring to relevant literature and materials at home and abroad,using case study method,field interview method and questionnaire survey,6 representative villages were selected as examples for questionnaire survey and field interview,and combined with relevant data and materials,From the aspects of rural household garbage treatment,rural domestic sewage treatment,rural toilet renovation,village appearance improvement,strengthening infrastructure construction and so on,the measures taken by J Town in the process of rural residential environment improvement and the results.Based on the theory of multiple governance and the theory of public goods,this thesis analyzes and deeply discusses the various subjects in rural governance,such as government,market,village committee,villagers and social voluntary organizations.From the perspective of the main body,it sorts out the problems such as the lack of government coordination ability,the low degree of market participation in governance,the passive governance of village committees,the low participation of villagers,and the lack of service ability of social voluntary service organizations.The reasons leading to these problems mainly include the work operation mechanism is not smooth,the main body participation mechanism is not in place,the main body coordination mechanism is not perfect,the main body incentive mechanism is not perfect.On this basis,this thesis proposes to explore the countermeasures and measures to solve the problems of environmental remediation from the aspects of perfecting the subject participation mechanism,improving the subject incentive mechanism,improving the supervision mechanism in environmental remediation,and improving the cooperation and coordination mechanism among the multiple governance subjects,and puts forward scientific and reasonable countermeasures and suggestions.Through the research,we hope to provide reference and reference for areas with the same development level to better carry out the work of rural human settlement environment governance,promote the organic coordination and cooperation among various subjects such as government,market,village committee,villagers,social voluntary organizations,and improve the overall level of rural human settlement environment improvement.
