Research On Multiple Subjects Governance Of Human Settlement Environment In Urban Villages

In Chinese city,there is an unusual form of urban existence: urban villages,which plays an important role in the process of urbanization.Its low cost of living attracts a large number of migrants to urban villages.With the continuous influx of population,the governance of the human settlement environment in urban villages is facing enormous pressure: a series of human settlement environment problems such as indiscriminate parking of vehicles,garbage everywhere,exposed drainage pipes and so on come along.If these problems are ignored and not solved in time,urban villages are likely to become a weak link in urban development.Based on this background,this paper carries out research on urban villages,which can not only find out the plan to improve the living environment,but also improve the governance level of each governing body.Through the review of literature,it is found that the current research on the reconstruction : situ reconstruction,partial demolition and other transformation modes,while there are few related studies on the governance of urban villages’ human settlements.This is because the government departments nationwide have only put forward the micro-reconstruction program in recent years,that is,while the status quo of the original buildings remains unchanged,The living environment of urban villages can be maximize improvement through governance.Therefore,the multi-subject participation is introduced into the urban village human settlement environment governance.Under the guidance of the government,the advantages of multi-subject governance are given full play,and the role of multi-subject governance is given full play,so as to provide adequate guarantee for the government to provide public services,so as to improve the efficiency of human settlement environment governance.Taking Z Village of Kunming City as a case study,conducting research on the human settlement environment governance of floating population,public security,environmental health,vehicle parking,afforestation,etc.,conducts research on the status quo of human settlement environment governance by means of questionnaires and interviews,and finds out the achievements and existing problems of human settlement governance of Z village,and applies polycentric governance theory and stakeholder theory.Using the results of questionnaire and interview,the factors that form the dilemma of human settlement environment governance in Z village are analyzed: government governance is inefficient,blurred boundaries of autonomous organizations,low participation of residents,absence of social organizations,etc.Proposing solutions through research,that is,Improve multi-subject collaborative governance mechanisms;maximize the government’s leadership role;Enhancing the self-governing capacity of self-governing organizations;Enhancing residents’ ability to participate in governance;Guide social organizations to participate in governance;Introduce property management.In a word,the main body of human settlement environment governance in Z village can be composed of the government,autonomous organizations,social organizations,residents and property.The main body of governance should participate in the governance process equally and fairly,and give full play to the different advantages of the every subject.This paper only takes Z Village in Kunming as the research object,which does not mean that all urban villages have similar dilemmas and has certain limitations.In the future,further research will be carried out on the subject of urban villages’ human settlement environment governance.
