| As the basic platform of grassroots governance,community is the basic unit of people’s life.With the establishment of the strategic goal of modernization of the national governance system and governance capacity,community governance has been endowed with new era connotation and historical value,and the basic status of community governance in the social governance system has become more prominent.At present,our country is in a critical period of transformation and reform.The development of urbanization and social transformation are intertwined.In this context,many suburban villages have been involved in the process of urbanization,and a large number of unique suburban communities have been formed.These suburban communities are a special type of community in transition from rural communities to urban communities,and they are often the product of the administrative power of local governments.However,due to the different governance thinking and policy design of local governments,as well as the different relocation time,land requisition use and later governance mode,the governance pattern of suburban communities across the country has been significantly different.Supported by historical institutionalism and administrative absorption theory,this research uses literature research,questionnaire survey and interview methods to study the multiple coexistence and effectiveness comparison of suburban community governance models.This thesis first introduces the background of the generation of the pluralistic coexistence mode in suburban communities,and analyzes the causes of the pluralistic coexistence mode.Secondly,this thesis choose Suzhou L Community,Hangzhou X Community,Jinan J Community as specific cases,based on the relationship between community politics,economy and autonomous organizations,to divide the governance modes of the three communities,and point out that the governance mode of L community is "political-economic separation type",and that of X community is "political-economic integration type",the governance model of J community is "the separation of politics and economy-coexistence",and the governance process and operation state of the three different modes are examined.Then,the evaluation index system of community governance effectiveness is constructed from three dimensions of public infrastructure satisfaction,public service supply satisfaction,legitimacy and resident’s recognition,and the governance effectiveness of three suburban communities is compared and analyzed.Finally,according to the results of efficiency comparison,some objective and general suggestions are put forward for the development and construction of suburban communities in the future: straighten out the relationship between government and community;attract multiple subjects to participate in community governance;improve the institutional guarantee of community governance;enhance resident’s continuous participation motivation;using institutional heritage to reconstruct community norms;increase the supply of community public services. |
