Rural Community Governance is an important support to realize the strategy of rural revitalization and promote the modernization of national governance system and governance capacity.With the dissolution of the traditional rural social order and the acceleration of the urbanization process,the peri-urban countryside has gradually become the transitional zone of the transformation and upgrading of rural community governance.Whether it is based on the geographical relationship or the perspective of social evolution,suburban countryside is a bridge connecting the city and the countryside,the importance and uniqueness of suburban rural community governance is increasingly prominent.However,the practice of governance in rural communities in the suburbs still faces certain difficulties,the governance goal tends to be homogeneous,the governance main body tends to be unitary,the governance process is long-term fragmented,and the governance efficiency is increasingly entwined.In the context of innovation in social governance at the grass-roots level,rural community governance has put forward higher requirements for multi-subjects such as village committees,social organizations,villagers and enterprises to participate in community public affairs,the diversification of governance subjects and governance paths has become an inevitable trend of suburban rural development,and the value orientation of multi-governance is becoming clear.Based on the perspective of state-society-market,this study takes Sanshigang Township,Luyang District,Anhui Province as a case to study the operation logic of rural community governance and the realization path of multi-governance pattern.First of all,based on the realistic background of suburban Rural Community Governance,this paper clarifies the practical basis of suburban rural community governance,and makes clear its impetus and resistance.Secondly,based on the perspective of the interaction between government and society,this paper analyzes the factors that affect the governance of rural communities in the suburbs,and the different combination of the factors that lead to different paths to achieve multi-governance in rural communities in the suburbs.Thirdly,it compares and analyzes the advantages and disadvantages of different governance models,combining the governance practices of three rural communities in Luyang District,Hefei.Finally,based on the strategic background of rural revitalization,this paper summarizes and looks forward to the development of rural community governance in the near suburbs.The practical path of rural community governance in Luyang District reflects that there are four types of approaches to realize the multi-governance pattern in rural communities in the suburbs:government-oriented,social-oriented,market-oriented and interactive.The choice of multi-governance mode is influenced by the interaction between government and society,including the government’s overall planning ability,social cooperation ability and market participation ability.In the environment of strong government and weak government,the choice of multi-governance in suburban communities is dominated by the government,and in the environment of strong government and weak government,the choice of multi-governance is dominated by the society,in the environment of dual-weak Political Society,the multi-governance path tends to be market-oriented,while in the environment of dual-strong political society,the multi-governance path is interactive.Different models show different choices because of the difference of governance environment,but the approaches to realize multi-governance in suburban rural communities are diversified,and there is no advantage or disadvantage among the different approaches.Therefore,in the process of promoting the governance of rural communities in the suburbs,we need to grasp the actual situation of rural communities,clarify the roles of the government,society,market and other different subjects,and choose the governance model of the characteristics and needs of rural communities in the suburbs,promoting the formation and perfection of the pluralistic co-governance pattern in rural communities. |
