Research On Policy Evaluation Of Scientific And Technological Achievements Transformation In Liaoning Province

At present,Liaoning Province has given full play to the influential role of Shenyang and Dalian,and speeds up the construction of a regional development pattern of "one circle,one belt and two districts".The regional positioning has become clearer,the layout has become more optimized,and the economic development has achieved remarkable results.In order to further enhance the high-quality development momentum and promote the sustainable economic development,Liaoning Province must continue to strengthen the development of scientific and technological innovation,through the transformation of scientific and technological achievements.However,relying only on the role of the market may lead to market failure.The government should give full play to its guiding role and regulate the transformation process of scientific and technological achievements through policy formulation and other means.Up to now,Liaoning Province has issued a number of policies,laws and regulations on the transformation of scientific and technological achievements to promote the transformation of scientific and technological achievements.First of all,this paper reviews relevant researches at home and abroad.Based on the theory of policy instruments,this paper divides the transformation policies of scientific and technological achievements issued by Liaoning Province during 2015-2022 into three types: supply-oriented,environment-oriented and demand-oriented,introduces the current status of transformation of scientific and technological achievements in Liaoning Province,and expounds its influence factor,which lays the foundation for subsequent empirical research.Then,the paper analyzes the influencing factors of the effectiveness of the policy of transformation of scientific and technological achievements,and constructs the evaluation index system of the effectiveness of the policy of transformation of scientific and technological achievements in Liaoning Province.Secondly,relevant index data from 2015 to 2020 were collected as samples,and indicators were screened by cluster-factor analysis.Finally,an evaluation index system of 1 first-level index,3 second-level index and 13 third-level index was established.Finally,the fuzzy comprehensive evaluation method is used to evaluate the effectiveness of the policy of scientific and technological achievements transformation in Liaoning Province.The results show that,according to the average score of 2015-2020,supply-oriented scientific and technological achievements transformation policy is the most effective;Although there is little difference between the average score of science and technology output and economic benefit,the score of science and technology output has increased rapidly since 2019,accounting for nearly 30% in 2020.The effectiveness of demand-oriented science and technology achievements transformation policy is second only to that of supply-oriented science and technology achievements transformation policy.The economic benefit score tended to be stable and remained at a low level for a long time.The effectiveness of environmental scientific and technological achievements transformation policy is not obvious,mainly because of the low level of regional economic development in Liaoning Province,the implementation of the policy is not in place,which affects the implementation of scientific and technological achievements transformation.Aiming at the problems of unreasonable allocation of policy tools in the transformation policy of scientific and technological achievements in Liaoning province,Liaoning Province should optimize the allocation structure of policy tools.Adjusting the focus of supply-oriented policies,Strengthening demand-oriented policy making,We will improve the effectiveness of environmental policies.
