Education is the foundation of the country and the major project of the Party.Compulsory education is a public welfare undertaking with the characteristics of universality,compulsion and fairness.The "Compulsory Education Law of the People’s Republic of China" requires that the governments at or above the county level and their educational administrative departments should promote the balanced development of schools and narrow the gaps in school-running conditions between schools.Schools are not allowed to enroll students across regions.The implementation of simultaneous enrollment and exam-free enrollment can alleviate the phenomenon of "school choice fever" in private schools,narrow the gap in student sources between schools,and achieve high-quality and balanced development of compulsory education.Therefore,in January 2014,the Ministry of Education successively issued "Implementation Opinions on Further Improving the Work of Entering Junior High School Without examination" and "Notice on Further Improving the Work of Nearby Enrollment without examination for Compulsory Education in Major cities",which is called "nearby enrollment" new policy.In June 2019,the Central Committee of the Communist Party of China and the State Council issued the Opinions on Deepening the Reform of Education and Teaching and Improving the Quality of Compulsory Education in an All-round Way(hereinafter referred to as the Opinions),which confirmed the "Citizen Recruitment" in the form of a joint document issued by the Party and the government,and strengthened the reform while improving the political standing.In order to thoroughly implement the spirit of the national and provincial basic education work conferences,further standardize the enrollment and enrollment of the city’s compulsory education schools,and promote fair enrollment in the compulsory education stage.In accordance with the spirit of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of Education and Teaching and Improving the Quality of Compulsory Education in an All-round Way" and the "Notice of the Guizhou Provincial Department of Education on Regulating the Enrollment of Ordinary Primary and Secondary Schools"(Qian Jiao Fa [2020] No.17),Guiyang Education Bureau issued the "Guiyang Education Bureau’s Notice on Doing a Good Job in Compulsory Education Enrollment and Enrollment",confirming that in 2020,Guiyang’ s primary and junior high schools will implement "simultaneous enrollment in public and private middle schools",and the number of private school enrollments exceeds the plan.If the number of students is recruited,random admission will be implemented by computer allocation,which is called "lottery".Therefore,under this policy background,this paper focuses on policy of "lottery" for junior high school enrollment in Guiyang,uses qualitative and quantitative methods to evaluate the implementation effect of the "lottery" policy,and carries out policy optimization according to the analysis of the evaluation results. |
