Research On The Imbalance Of Power And Responsibility Of Township Government Under The Strategy Of Rural Revitalization

The report of the 20 th National Congress of the Communist Party of China proposed to comprehensively promote rural revitalization.In building a socialist modern country in an all-round way,the most arduous and arduous task is still in the countryside.As the lowest level of government,the township government plays the role plays the role of the upper and lower levels,the implementation effect of the township government’s work is directly related to the most immediate interests of the people and affects the happiness and satisfaction of farmers.However,at this stage,the township government has undertaken a lot of responsibilities,but still lacks the necessary power to match,making the township government fall into the dilemma of power and responsibility imbalance.Based on this,it is of profound theoretical and practical significance to actively respond to the current strategy of rural revitalization in China and study the imbalance of rights and responsibilities faced by the township government according to this,which will lay a solid foundation for achieving high-quality development of rural economy and society,improving the credibility and image of the government,balancing the rights and responsibilities system of the township government,and achieving rural revitalization as soon as possible.This paper first analyzes the background and significance of the research from the perspective of the imbalance of the rights and responsibilities of the township government in the context of rural revitalization,and then analyzes and studies the imbalance of the rights and responsibilities of the township government in combination with the principle of statutory rights and responsibilities,the block relationship,the principle of equal rights and responsibilities and the new public management theory;Then combing and analyzing the current relationship between the rights and responsibilities of the villages and towns in China,specifically analyzing the basic situation of Yangqu County,Taiyuan City,and the current situation of the rights and responsibilities system of the villages and towns in Yangqu County,Taiyuan City.Taking the township government in Yangqu County,Taiyuan City as an example,analyzing the process of the improvement of the rights and responsibilities system,the allocation of the rights and responsibilities of the township government in Yangqu County,Taiyuan City,and exploring the imbalance of the rights and responsibilities of the township government through questionnaires and field interviews;It is concluded that the current imbalance of the rights and responsibilities of the township government is mainly manifested in the following aspects: the township government’s "small power and large responsibility" is becoming increasingly obvious,its functions are jumbled and fragmented,the assessment task is heavy,and the rights and responsibilities are not matched with the functions.The causes of the imbalance of the rights and responsibilities of the township government are analyzed by using the principle of statutory rights and responsibilities,the relationship between blocks,the principle of equal rights and responsibilities,and the new public management theory There are deviations in the implementation of rights and responsibilities,defects in the assessment indicators,and the allocation of human resources in villages and towns lags behind the needs of affairs;Finally,from the perspective of rural revitalization,suggestions are put forward for the township government to solve the dilemma of power and responsibility imbalance: improve the township government’s "power and responsibility legal" system,straighten out the township government’s "power and responsibility consistent" governance system,improve the incentive reward and punishment assessment mechanism,and Smooth channels for the flow and allocation of cadres,with a view to improving the governance effectiveness of the township government,solve the current dilemma of power and responsibility imbalance faced by the township government,maintain the stability of the grass-roots society,and achieve rural revitalization.
