Study On The Governmental Behavior Of Yugou Township In The Implementation Of Rural Revitalization Strategy

The report to the 19th National Congress of the Communist Party of China detailed the rural revitalization strategy,which is the top priority for promoting the building of a beautiful China,and to deal with important issues that are closely related to the general public.The township government,as the main implementer of the Party and the state’s policies and guidelines,should clarify the core of the rural revitalization strategy,and then show its guiding and practical significance from the daily work.This thesis first introduces the definition and implementation status of rural revitalization strategy,as well as the work of grassroots township governments,and with the government function theory,public product theory and other related knowledge as the theoretical assistance,from the formulation and implementation of policy,supply of public goods,supervision and evaluation.The three fields summarize and study the current government behavior of the Yugou Town government in the implementation of the rural revitalization strategy.Second,enter the village in the township to implement interview survey,research problems arising from the township government behavior and the influence factors,the township government actions from the policies set up and implementation,the public goods supply,supervision and evaluation of three areas to explore problems among them.Key problems in the formulation and implementation of government policies include:the establishment and implementation of policies are mechanical,the introduction and implementation of policies do not match the needs of the public;the key points of problems in the supply of public products by township governments include: the total supply is small,the supply of The structure is not coordinated,the supply is not coordinated,and the supply efficiency is not high;The problem is: in the field of supervision and evaluation in higher assessment,without considering the actual status of the villages and towns of objective factors as well as local add or reduce the assessment content,and the local masses supervision has not been carried out or implementation does not reach the designated position,leading to insufficient supervision cadres suffered,triggered a series of chain reaction on the government’s work.The core factors leading to the problem are that the functional arrangement of the township government is ambiguous,the quality of the talent team of the township government needs to be improved,the ideological awareness of the masses is not advanced enough,the financial investment is less,and the supervision and evaluation system is not perfect.Third,it gives relevant opinions and strategies for improving the behavior of the government in Yugou Town: the first is to improve the government operation system and the management ability of the cadre team,so as to provide a guarantee for the introduction and implementation of the policy,and the second is to improve the public service function,based on the improvement of the government decision-making system and the improvement of the evaluation index mechanism to improve township government supervision and evaluation system.
