Since 2003,Chinese universities began to implement the government procurement system.After nearly 20 years of development,the government procurement of universities has entered the period of checking and filling the gaps from the period of rapid development.Since the implementation of the government procurement system,colleges and universities have strengthened expenditure management,reduced procurement costs,and promoted the construction of clean government.However,with the increasing scale of procurement in colleges and universities,there are many projects involving large amounts of funds,""Rent-seeking" phenomenon also occurs in the field of government procurement in colleges.It is imperative to establish an internal and external supervision mechanism in colleges,and all regulatory bodies need to strengthen the supervision of all links of government procurement together.In recent years,with the deepening of the reform of "decentralization,management and service" in various fields,Yunnan Provincial Department of Finance has also enlarged the autonomy of government procurement in colleges and universities,and increased the purchase quota of scientific research instruments and equipment.With the increase of freedom,the consequent risks also increase the difficulty of supervision of colleges and universities.In order to adapt to the requirements of the new era,it is imperative to optimize the supervision mechanism of government procurement in colleges and universities in Yunnan Province.However,the problem of procurement supervision in colleges and universities in Yunnan Province has been exposed obviously,but the problem has not been solved.In this paper,the government procurement supervision of universities in Yunnan Province is studied as a case study,and the specific links,methods,personnel,institutions and enterprises involved in the implementation of government procurement in universities in Yunnan Province are better understood,and the current situation of internal and external supervision in universities in Yunnan Province is sorted out in detail.Guided by the principal-agent theory and collaborative governance theory,this paper adopts the research methods of case analysis,literature research,interview and comparative research to study the government procurement supervision of L universities.In the study,it is found that there are some problems in the internal and external supervision of L universities,such as non-standard budgeting,tedious procurement process,less personnel allocation,coordination difficulties of supervision subjects,unintegrated procurement platform,imperfect supervision means of supplier agencies and evaluation experts,and the causes are analyzed.And by comparing the experience of government procurement supervision in other provinces in China,we can get enlightenment.Guided by the theory of collaborative governance,this paper puts forward some countermeasures for the internal and external supervision of government procurement in L universities,such as optimizing organizational structure setting,strengthening budget supervision,promoting informatization,cultivating procurement personnel,constructing multi-subject collaborative governance mechanism,integrating procurement platform,strengthening supplier qualification examination,constructing agency evaluation system,and improving expert supervision mechanism.Based on the actual situation of government procurement supervision in colleges and universities in L,on the premise of ensuring the authenticity of data as much as possible,this paper makes an objective and rational analysis and puts forward countermeasures to optimize supervision.It is hoped that this study can help improve the supervision level of government procurement in colleges and universities in Yunnan province and promote the high-quality development of colleges in Yunnan province.
