Research On Problems And Countermeasures Of Government Procurement Management Of Engineering Projects In Higher Vocational Colleges

Project construction is the basic condition of teaching,scientific research and personnel training in colleges and universities,and the government procurement management of project plays a key role in saving financial expenditure and improving product quality in the process of project construction,which is crucial for the smooth development of university infrastructure.Different from other procurement projects in higher vocational colleges,the government procurement of engineering projects is mainly in the form of bidding,taking one engineering project as a unit.The procurement process is divided into many stages.The types of procurement involve goods,services and engineering.The procurement process is complex and miscellaneous,and the control requirements for budget preparation are stricter,and the systematic and comprehensive requirements for the operation process are higher.In this paper,the government procurement management of engineering projects in Q college of S city is taken as the research object.In the process,the research methods such as case study,focus interview,participation observation and literature analysis are used.Based on combing the related literature of government procurement management and university government procurement management at home and abroad,the problems existing in government procurement management of engineering projects in Q college are studied.There are many problems in the government procurement management of engineering projects in Q college,such as imperfect procurement system,unreasonable procurement management process,insufficient whole-process supervision system and low level of informatization.The reason is that the system coordination among government procurement management departments in domestic higher vocational colleges is weak,there are many management levels,the authority is unclear,and the approval process is too cumbersome;The design of relevant procurement system is not comprehensive,which can not adapt to the characteristics of engineering projects;Insufficient attention was paid to the supervision before and after the event,and the whole process supervision was absent;The informatization construction of government procurement management in higher vocational colleges lacks top-level design.In view of the above problems and reasons,this paper combines the principal-agent theory and process reengineering theory,comprehensively considers the relevant laws and regulations of government procurement,and on the basis of in-depth analysis of the present situation and existing problems of government procurement management of engineering projects in domestic higher vocational colleges,puts forward some countermeasures for improving the management of government procurement of engineering projects in higher vocational colleges: First,perfect the construction of government procurement management system of engineering projects to achieve coordinated development;The second is to strengthen the whole process control of government procurement management and standardize the procurement order;Third,implement the process reengineering of government procurement to improve management efficiency;The fourth is to apply the new generation of information technology to promote intelligent procurement.
