Research On The Problems And Countermeasures Of Grassroots Cadres’ Burden Reduction

The community level is the foundation and focus of Social governance in China,and bears great responsibility for steadily advancing reform and development and implementing various policies.China’s economy has gradually entered a stage of high-quality development,and the people’s demand for public services continues to rise.Grassroots cadres,as the key subjects of serving the people,need to constantly improve their professional ability,so as to provide higher level of services for the people.In addition,the modernization of national governance has put forward higher requirements for grassroots governance in the new era.However,the current formalism,bureaucratism and other problems seriously troubled grassroots cadres,making grassroots cadres more burdensome,seriously affecting the work efficiency of grassroots cadres,affecting the effective play of their management and service functions,is not conducive to the realization of the goal of modernization of grassroots governance system and governance capacity.Therefore,in order to effectively reduce grassroots burden,improve grassroots governance efficiency,and encourage grassroots cadres to take responsibility,the central government has issued a series of documents aimed at reducing grassroots burden,but no significant effect has been achieved,the effect of reducing burden is not good.Therefore,it is of great significance to deeply study the problems and causes of grassroots cadres’ burden reduction and put forward targeted suggestions for grassroots cadres’ burden reduction and efficiency increase.This study uses the methods of questionnaire and in-depth interview method,with X city 251 grassroots cadres as the research object,the burden after burden level and the effect of base during the study,summarize the main problems of cadres and burden,and further analyses the reason of grassroots cadres during the existing problems,to explore for grassroots cadres during the effective countermeasures.The study found that after the introduction of various policies to reduce grassroots burden,grassroots burden has been reduced to a certain extent,but a mountain of paper work and a sea of meetings,numerous inspection and assessment times of inspectors,accountability generalization,overtime work and other problems are still plaguing grassroots,most grassroots cadres in X City still feel the current burden is heavy.On this basis,this study makes an in-depth analysis of the reasons for the problems of grassroots cadres’ burden reduction.The main reasons are the deviation of grassroots cadres’ performance view,the mismatching of grassroots cadres’ power and responsibility,the imperfect accountability mechanism,and the layer upon layer increase under the pressure system.In view of the above problems,the author thinks that we should start from the following aspects to solve,one is to strengthen the education and training of grassroots cadres,guide grassroots cadres to establish a correct view of political achievements;Second,we will improve the mechanism for balancing power and responsibility,clarify the division of responsibilities among officials at the community level,and delegate power to the community level.Third,improve the accountability mechanism,clear accountability elements and standards,standardize accountability procedures to reduce the accountability pressure of grassroots cadres;Fourth,we need to crack the pressure system.Government departments at higher levels should make policy formulation more scientific through on-the-spot investigations and establish a scientific evaluation system,so as to improve the effectiveness of grassroots cadres’ work in reducing their burdens and effectively reduce their burden.
