Research On Community Load Reduction In L District Of Wuhan City

Community is the basic unit of social governance,is the grassroots masses self-governing organization.Since the outbreak in the second half of 2019,communities have played a huge role in maintaining social stability and serving residents.However,in the actual operation,the community bears the excessive administrative burden.The autonomous attribute of the community is replaced by the administrative attribute,and it seems to become the extension of the government departments at the grassroots level.Therefore,in recent years,more and more scholars and experts have put forward the concept of "reducing burdens at the grassroots level".The Party and the government have also issued a series of documents to relieve burdens at the grassroots level,fully stimulate the vitality of innovation at the grassroots level,and strengthen the modernization of the governance system and capacity at the grassroots level.Based on this background,this paper takes the community in District L of Wuhan as the research object,collects the feelings of front-line community workers on the status quo of community work through questionnaire survey and in-depth interview,analyzes the interview results and questionnaire results,and summarizes and analyzes the difficulties in the process of burden reduction work in District L grass-roots community.Including too much evaluation,tedious work procedures,information system is not integrated,data ledger requirements are too detailed and need to issue too many certification matters and other problems,community burden reduction is difficult,the effect of burden reduction is not obvious,the phenomenon of community burden reduction is difficult to carry out further analysis and research.In this paper,it is difficult to carry out community load reduction work in L District of Wuhan City and analyze the reasons.Based on the reasons,explore and put forward a series of feasible countermeasures.First,through the establishment of a burden reduction mechanism,strengthen the responsibilities of all departments.Ideologically,we should break the formalism and stress the importance of reducing the burden.Clarify community and government functions to provide basis for local governments to formulate and implement policies to reduce the burden;We will strengthen the system for reducing burdens and improve oversight mechanisms.Secondly,community staff should be organized to study regularly to strengthen the professional construction of community talent team.Third,purchase third-party services to incubate social organizations.Fourth,strengthen the network of community relations.Social organizations and residents should be introduced to participate in community governance to strengthen the capacity of community autonomy.Fifth,strengthen the construction and maintenance of information platform to realize multi-party sharing.The above measures aim to reduce the burden on community workers,enable them to devote more time and energy to serving the people,improve the capacity and level of community-level governance services,and promote the modernization of the national governance system and capacity.
