Since the "run at most once" reform was first proposed at the 2016 Zhejiang Provincial Party Economic Work Conference,the W City Public Security Bureau has taken the initiative to break traditional thinking and redesign police procedures by starting with household registration and certification-related services that are closely related to the public’s vital interests.With the goal of addressing pain points,difficulties,and service priorities,the bureau has innovatively launched the "Million Applications Online" platform and the "Wenjing Online" terminal through the use of "Internet +" thinking and big data tools,achieving the goals of "running nearby","running only once",and "not running at all".This reform practice provides us with very practical experience for deepening the "run at most once" reform.This paper summarizes the rich theoretical connotations extracted from the "run at most once" reform process from the top-level rule-making to grassroots practice experience,especially starting with the documents of various related departments in Zhejiang Province and exploring the various areas affected by the reform.Public security services,as a key area,are combined with the progress of the reform to explain the profound changes in the concept of business departments and the people.Taking the W City Public Security Bureau as a model for the "run at most once" reform,this paper analyzes the problems,causes,successful advanced practices,and further improvement paths to promote the reform from the perspective of grassroots units.Although the W City Public Security Bureau has made certain achievements in the "run at most once" reform,it is still in the stage of "feeling the stones to cross the river" in the overall reform process and faces various problems.For example,how to comply with the "Internet +" government construction background,how to solve the problems in the reform plan and the institutional mechanism,process redesign,and publicity work in the transformation to a smart government.This paper aims to explore common problems in the grassroots implementation of reforms and propose improvement paths from the perspective of the "New Public Service Theory",including changing the concept of police functions,enhancing the service capabilities of grassroots departments,improving the "Internet +" government construction,strengthening publicity work,and improving the assessment and supervision system.This not only helps the "run at most once" reform of the W City Public SecurityBureau but also provides some reference for other grassroots government agencies’ reforms. |
