Study On The Public Service Function Of Basic-level Public Security Organs In Zhejiang Province

The working priority of basic-level government development is to serve people.As the lowest layer of the public security organization system,the police station needs to serve well from the interests of the masses,because police station and masses are in direct contact with each other.The scope of public security work is so wide that in addition to daily social security and social stability work,other business tasks facing the masses are being reformed in accordance with the principle of maximizing the benefits of the people.However,in reality,the performance of how basic security organs serve publicly is not satisfying due to the restriction of many factors,which hinders the promotion of images of public security in people’s minds.Located in eastern coastal areas where economy highly develops,Zhejiang province ranks among the top economic cities and the public security agency there has gained higher expectations from the society and people.Therefore,it is imperative to deeply investigate the problem of how to optimize public service in security organization of Zhejiang province so as to construct a satisfying public security agencies.This article has applied the literature research method,case research method,interview,questionnaire survey method,and the new public service theory to the “K”police station in Ouhai District,Wenzhou City in order to explore the optimization of public service of the grassroots public security organs in Zhejiang Province.This article believes that,though with certain accomplishment achieved,the “K” police station in Ouhai District,Wenzhou City has problems such as limited public service content,much emphasis on management rather than service,and simplistic service form.The main reasons are the large workload,limited police force,and the lack of service awareness of the civilian police,unclear boundary of service functions,citizens not being involved in the decision-making of public services of the basic-level public security organs.As a result,several policies are adapted to further optimize the quality of public service in basic-level security stations in Zhejiang province.They are as follows: First thing is to further optimize the allocation of police resources,enrich the grass-roots police forces,implement the policy of preferential treatment for grass-roots police,pay attention to the psychological problems of police;Second,it is necessary to strengthen police’s awareness of public service and firmly establish the concept of serving the people,which will help maintain and promote public interests as the highest goal of public security public service;Third,to improve public services,expand the field and scope of public service,improve the efficiency of public security service by means of new technology,and improve the publicity form of public security service have become a necessity;Fourth,things like attract and encourage the masses to participate in the public services of grassroots public security organs,cultivate people’s awareness of cooperating so as to promote joint development of both side are greatly encouraged.
