Research On Rural Human Settlements Governance In The Less-developed Areas

With the constant development of economy and society of China,the amelioration of rural human habitation environment is not only the focus point of implement rural revitalization strategy,but also to satisfy the peasant masses’ expectation of good happy life.Compared with developed religions,the difficulties that the less-developed areas facing during the procedure of promoting the governance of rural human settlements is much more tough.So that,the research of promoting the less-developed areas rural human settlements issue has significant theoretical meaning and practical meaning.Based on the collection and reading of relevant literature,this paper studies the research status and related theories at home and abroad.Supported by public product theory,multi-center collaborative governance theory and human-oriented theory,this paper combs,summarizes and analyzes the governance subject,governance policy,governance system,governance content,governance mode,etc.through field research,questionnaire and interview research,and analyzes the process and current situation of rural human settlements governance in Shouning County.There are three stages of rural human settlements governance in Shouning County,which are the initial stage,the special improvement stage and the rural revitalization stage.After the governance,the rural living environment of Shouning County has been significantly improved,the villagers’ satisfaction has been improved,and the governance concept has been gradually established.But at the same time,there are also problems in governing rural living environment in Shouning County,such as the lack of governance subject,the formulation of inaccurate policies,the imperfect governance system,and the governance methods to be improved.Taking Shouning County as an example,this paper analyzes the reasons for the difficulties in the governance of rural human settlements in underdeveloped areas,and finds that the main reasons are the weak awareness of human settlements,the lack of humanistic governance,the imperfect collaborative governance mechanism of multiple subjects,and the unreasonable governance methods.In this paper,through the analysis of typical cases of rural human settlements governance in China,we get important enlightenment.Finally,this paper puts forward the innovation path of rural human settlements governance in underdeveloped areas from four aspects,namely,activating the governance subject,establishing the governance concept of people-oriented,improving the governance mechanism of multiple subjects,and adopting the governance mode according to local conditions.
