| High and new technology industry is the most representative industry of advanced technology.Because of its particularity,it is easy to drive thedevelopment of other industries.The development level of each area’s high and new technology industry plays a key role in improving the innovation ability of region.The industrial development cannot be separated from relative policy support.The scientific planning and reasonable measures of high-tech industrial policies are the main measures taken by the government to fulfill its economic development responsibilities.Therefore,it is significant to optimize and perfect the industry policy and promote the development of high technology industry by analyzing the policy preferences and exploring the policy effectiveness.On the basis of analyzing the theory of government intervention,policy tool and configuration theory,this thesis constructs a mechanism model to study the configuration mechanism of different policy tools affecting innovation efficiency.First,explore the use preferences of policy tools in various regions,consider the different ways of policy functions,and analyze various pillar policies in combination with industrial characteristics.Secondly,select indicators to measure the innovation efficiency of each region,collect relevant data from2000 to 2020,carry out empirical research,use the data envelopment analysis method and comparative analysis method,establish a DEA model to comprehensively compare the innovation efficiency differences of each region,and introduce the fs QCA analysis method to study the development of different policy tool combinations in the sample provinces that affect the industrial innovation efficiency.The results indicate that:(1)From the point of view of policy text analysis,the ratio of the three policy instruments used by different provinces and cities is similar,i.e.they are more frequently used than demand based policy instruments.The regional difference lies in the different preferences of local governments for different types of policy sub-tools.(2)From the perspective of empirical analysis,there are four ways to improve the efficiency of industrial innovation.Path 1 can be expressed as PER * FIN * TAX *~FSUP,with talent support as the core,And taking financial funds and tax incentives as auxiliary conditions can effectively promote the efficiency of high-tech industry innovation.Typical areas are Beijing,Chongqing and Tianjin.Path 2 can be expressed as PER * TAX * FSUP * INT,which focuses on tax incentives and financial support,and pays attention to the four policy tools of improving talent policy and complete intellectual property protection policy.Typical regions are Shanghai,Zhejiang,Hunan,Sichuan and Jiangsu.Path 3 can be expressed as PER * FIN *~FSUP * INT,which focuses on talent support and intellectual property protection,and pays attention to the government’s financial support to solve the shortage of funds in the process of enterprise research and development.The typical area is Anhui Province.Path 4 can be expressed as PER* FIN * FSUP *~INT,with talent support and financial support as the core and financial support and intellectual property protection as the auxiliary conditions.Typical regions are Hebei Province,Jiangxi Province and Hubei Province.Develop policies and plans to help develop industry by type of region,based on geographic location and economic base,and in combination with the situation of local industry,formulate guiding industrial policies,and provide suggestions for the classified implementation of policies to promote regional innovation and development. |
