Study On The Loss Of Young Cadres In The County Government Departments

Young cadres of county government departments are an important force to promote grassroots work,It is of great significance to the operation of grassroots government functions and the innovation of social management methods.However,in recent years,there has been a large number of outflows of young cadres in the county-level government departments in China,which has brought a severe test to the ruling level and working efficiency of grassroots regimes.Therefore,it is of great practical significance for the construction and development of young cadres in government departments to conduct in-depth research on the loss of young cadres in government departments at the county level and put forward suggestions according to the research results.This paper takes the loss of young cadres in J county government as the research content,Based on the research results of Price-Mueller(2000)separation model,demand hierarchy theory,two-factor theory and related academic articles,It sorts the personnel data from county J and the data from the questionnaire survey,then analyzes the data with SPSS 25.0 software.The study discovers the factors that influence the loss of young cadres in J county government are imperfect salary system,unscientific assessment system,rigid promotion mechanism,lack of rationality and fairness of work arrangement,increasing work pressure,small work autonomy and imperfect cadre training chain.Finally,based on the findings of the research,this paper makes eight recommendations in three areas: Increasing the appeal of government career posts,reducing the work pressure of young cadres in government departments,and promoting grassroots organizations’ ideological and cultural construction: improving and Optimize the salary and treatment system,scientifically design the promotion system,establish a standardized assessment index system,improve the cadre training mechanism,implement the grass-roots burden reduction policy,provide psychological assistance,build a "learning" organizational culture,and strengthen the ideological and political education of young cadres.
