Research On The Problems And Countermeasures Of Cadre Troop Construction In Towns And Villages Under The Background Of Rural Vitalization

With the rapid progress of industrialization and urbanization,the decline of the countryside has become an unavoidable practical problem.The implementation of the rural revitalization strategy is a major strategic decision made by the Party Central Committee in light of reality and for the comprehensive construction of a well-off society and a socialist modernized country.To implement the strategy of rural revitalization,a strong cadre of“understanding agriculture,loving the countryside and loving farmers” must be established.In2018,Town J of N county was selected as the “Ten Hundred Thousands” Demonstration Town of Shandong Rural Revitalization.This paper used this as an opportunity to analyze in depth the status of township cadres in town J through the methods of literature research and questionnaire surveys,and analyzes the factors influencing the construction of township cadres in townships.On this basis,it tried to put forward countermeasures and suggestions that are in line with local reality and have strong operability.Through investigation and research,found that the following four types of outstanding problems exist in the construction of township cadres under the background of rural revitalization: The first is insufficient staffing.Second,the great loss of young cadres.The third one is the irrational team structure,the fourth is the overload of work tasks,the fifth is the hidden danger of slacking,and the sixth is shortcoming of ability.The above problems were analyzed by using the pressurized system theory,Maslow’s Demand Level Theory and the human capital theory of government,finding that main reasons for these problems were: inadequate laws and regulations,inadequate incentive guarantees,inadequate scientific education and training,unequal power and responsibility,unregulated personnel flow,and imperfect assessment and evaluation.At the end of the paper,put forward relevant countermeasures on how to strengthen the construction of township cadres under the background of rural revitalization: deepening the reform of the administrative system,improving the cadre mobility mechanism,improving the level of incentives,improving the quality of education and training,and improving supervision and evaluation mechanism.
