The rapid development of the Internet in the past 10 years is also the rise and rapid development of the new economic model of the sharing economy.The emergence of the sharing platform,the improvement of the.level of the economy,and the upgrading of the consumption concept,have jointly promoted the prosperity of the residential accommodation industry in China.Guilin,as the earliest and fastest place to develop residential accommodation in Guangxi,more and more its problems have been exposed during the rapid development of the residential accommodation,for example,the phenomenon of gray business is widespread,the government departments lack powerful methods in the guidance,management and service of the development of the residential accommodation industry,The industry management mode is not normalized,the lack of responsibilities of third-party online platforms,the quality of hotel operators and consumers needs to be improved etc.Some problems even have become a social security risk.The management of residential accommodation involves many departments such as industrial and commercial bureau,fire department,and department of health etc.The consumer groups are wide-ranging,large in quantity,and large mobility.The government has the responsibility to escort the development of the residential accommodation industry,to manage the chaos of the development of residential accommodation industry,to explore a new and appropriate management model,and to promote a healthy development of residential accommodation industry.This thesis summarizes the general situation of the development of residential accommodation in Guangxi,and makes a simple classification:rural residential accommodation and city residential accommodation.Guilin is a representative of rural residential accommodation and city residential accommodation.This thesis points out the problems exposed in its development process.Lists the policy measures to manage the problem of residential accommodation taken by the Guangxi People’s Government,the Guilin Municipal People’s Government and industry associations.What achievements have been made,and what problems still exist.Pointing out that perfecting multi-subject governance of residential accommodation,it needs to improve the governance ability of multiple subjects and the collaborative mechanism among them.To perfect the strategy of"collaborative governance" of multiple subjects in China’s residential accommodation management,it is necessary to play the leading role of the government,give play to the role of social organization’s collaborative governance,and construct a collaborative governance security mechanism.
