| With the development of Internet and communication technology,network space for discourse expression and the role of cultural transmission even more dash forward show,but also emerged such as disgraceful consideration not to follow,not abide by the laws and regulations,harm public interests,or even run counter to the socialist mainstream ideology and the national values of network information content,to strengthen network management.In this regard,General Secretary Xi Jinping stressed that we should adhere to the overall national security concept,strengthen network governance and ensure network security to a slightly higher national station,and promote the modernization of network governance as an important task of governance,pointing out that "there is no network security,there is no national security;If you can’t get past the Internet,you can’t get past the long-term rule." The 19 th National Congress of the Communist Party of China,based on the national conditions of the Party,proposed to "strengthen the construction of Internet content,establish a comprehensive network governance system,create a clear cyberspace." To conform to the trend of the development of The Times,strengthening network content governance is to promote the modernization of national governance and realize the great rejuvenation of the Chinese nation must respond to the major subject.Internet content governance is a complex and systematic project.The traditional governance model,which takes government regulation as the main means,is difficult to meet the needs of Internet content ecological governance.Therefore,it is an inevitable requirement of the national Internet development strategy to innovate the network content governance mode and realize the cooperative governance of multiple subjects under the new situation.In recent years,party committees and governments at all levels attach great importance to and strive to explore a network content governance model suitable for the current social development,and initially build a network content collaborative governance pattern dominated by the government,enterprises,industry organizations and netizens.However,there are still many problems in China’s network content governance,such as the path tendency of relying heavily on the traditional government’s administrative control,the traditional one-way and top-down governance concept has not yet changed,and the synergistic relationship between various subjects has not yet been established.Based on a deep understanding of the co-governance of multiple subjects,it is of great significance to carry out innovation from the perspective of collaborative governance,realize multi-party linkage and improve the efficiency of Internet content governance,which is of great significance to curb the Internet vulgar wind and purify the network ecological environment.In addition to the introduction,the paper is divided into five chapters.The introduction part clarifies the theoretical and practical significance of this research,reviews the relevant research results at home and abroad,clarifies the research method,logical framework,research priorities,difficulties and innovations of this paper,and defines the connotation of the synergy of governance,comprehensive governance and network comprehensive governance.Chapter one discusses the theoretical basis and importance of the synergy of network comprehensive governance.This paper argues that in contemporary China,it is of great significance to realize the synergy of network comprehensive governance and promote the co-construction and co-governance of all circles for adapting to the new governance environment,coordinating the interests of the main body and maintaining ideological security.The Marxist theory of national governance has laid a solid theoretical foundation for the collaborative construction of China’s comprehensive network governance,and the western collaborative governance theory has also provided many theoretical references for the collaborative construction of China’s comprehensive network governance.Chapter two illustrates the generating process of the synergy of network comprehensive governance.The Internet governance in China has experienced the initial stage characterized by traditional governance,the transition stage characterized by strengthening governance and the optimization and upgrading stage characterized by collaborative governance.The synergy trend of the main body of Internet content governance is increasingly strengthened.The third chapter expounds the main problems of network comprehensive governance and coordination construction.This paper argues that the current mode of Internet content governance in China has not yet achieved a fundamental change,and the disadvantages of the traditional system and mechanism still exist,and the lack of coordination consciousness affects the unity of governance.Coordination mechanism is not smooth,affecting the effectiveness of governance;The lack of legal protection affects the authority of governance.Chapter four analyzes the causes of the collaborative construction of network comprehensive governance.This paper argues that the reasons for the current governance synergy problems are endogenous barriers,which are caused by rational preference of government departments,capital logic of enterprises,dual logic of industry organizations and irrational mentality of netizens,which aggravate the game risks between different subjects and hinder the construction of synergy of network comprehensive governance.In terms of external constraints,the complexity of social environment deepens the contradiction between the main body of network governance,the transformation of network communication environment challenges collaborative governance,and the reshaping of network content governance pattern generates new governance risks.Chapter five discusses the optimization path of network comprehensive governance synergy.This paper argues that,based on the current governance situation in China,it is necessary to solve the synergy problem of China’s comprehensive network governance from the following aspects,and establish a network content collaborative governance system with multiple subjects,resource sharing and complementary advantages.First,enhance the awareness of collaborative governance.Through strengthening the role positioning,clarifying the responsibilities and obligations of the main body,enhancing the consciousness of collaborative governance and participation motivation of the main body.Second,improve the operating mechanism.We will improve the mechanisms for guiding the value of multi-player governance,for coordination and cooperation,and for oversight and accountability.Third,strengthen legal guarantee.With equal emphasis on order and development as the legislative direction,we will adjust and optimize the legal system for online information content,improve law enforcement,judicial and law-abiding,and establish a coordinated and integrated mechanism for the linkage of the rule of
