Research On Law Enforcement Problems And Countermeasures Of Bus Illegal Operation On Chengdu Ring Expressway

In recent years,China’s road passenger transport has developed rapidly,which has played a very important role in promoting economic development,facilitating people’s life and solving urban and rural population employment.However,in China’s passenger transport market,illegal passenger transport still exists,which has a great negative impact on the order of China’s passenger transport market and causes great harm to people’s travel safety.With the rapid development of the Internet and the rise of online car hailing and shunwindmill,more complex and diversified illegal operations have followed.The transportation system of Sichuan province has carried out continuous high pressure control on illegal passenger transport in different areas and achieved certain results.However,due to the complexity,concealment,repetition and other characteristics of illegal passenger transport,the traffic law enforcement departments have not formed effective and systematic operation norms in specific operation,and the grassroots law enforcement departments often face various difficulties in carrying out specific work,which can not be effectively solved,resulting in the governance work with less effort and less efficiency.This paper mainly uses the new public service theory and administration by lawtheory,mainly uses the literature analysis method,survey analysis method,data analysismethod,interview method andother research methods.Then it analyzes the problems and causes of illegal operation management and summarizes the five problems of the law enforcement body with unclear functions,fuzzy legal basis and single law enforcement mode.The reasons for these problems include imperfect law enforcement system,lack of sustainable law enforcement governance policies,imperfect law enforcement process,imperfect law enforcement team construction,and so on.Based on the above conclusions,the corresponding improvement measures are put forward from perfecting policies and regulations,perfecting supervision system,perfecting governance mode,standardizating administrative law enforcement and law enforcement team constructionThe author believes that in the face of too many uncertainties and unstable factors in the illegal bus operation market,the first step is to work on legislation at the national and local levels together.Strict law enforcement oversight,discipline and accountability;Strengthen cooperation with public security and other departments;Strengthen the basic law enforcement service personnel comprehensive law enforcement and business operation training and assessment,improve the overall quality of basic law enforcement personnel...
