| The incident of a truck driver taking pesticide at a control station in Hebei Province caused great repercussions in the society.After the incident broke out,many people were dissatisfied with the comprehensive administrative law enforcement work in transportation.They believed that law enforcement personnel should pay more attention to the sufferings of the people,law Enforcement Agencies,even when there are laws to follow,should be ruthless in their laws and regulations.They should put their service to the people into practice.They need a little more empathy in the face of the helplessness of the laboring masses at the bottom.General Secretary Xi has repeatedly stressed the need to safeguard the legitimate rights and interests of people working in the transportation sector.To correct the areas of dissatisfaction of the masses,and to quickly carry out the things the masses look forward to,we must stick to the principle of cutting the edge inward and scraping the bone to cure the poison,resolutely clean up and rectify the chronic diseases existing in the comprehensive administrative law enforcement of transport,we should safeguard the legitimate rights and interests of the main body of the transport market and the people.In this paper,the grass-roots Transportation Comprehensive Administrative Law Enforcement Brigade as an example,select Chengdu Ring Highway Transportation Comprehensive Administrative Law enforcement problems to carry out countermeasures.By visiting freight transport enterprises and interviewing drivers in violation of regulations in the areas under the jurisdiction of the Chengdu Beltway Highway,the causes of the problems are thoroughly explored,and problems such as the unfamiliarity of the law enforcement teams in their business and the non-standardized law enforcement are summed up,using the new public service theory and the holistic governance theory and other related theories,this paper puts forward some countermeasures from the aspects of Department coordination,law enforcement guarantee and law enforcement supervision. |
