Because illegal land occupation involves different laws in different departments such as land,planning,and urban management,and law enforcement forces are dispersed in different departments,resulting in “see but can’t help,invisible and ignore,everybody control but nobody help ”.This phenomenon persists for a long time.It is difficult to obtain a powerful crackdown on the illegal construction of land,and the illegal activities have spread rapidly,which has adversely affected China’s social stability and sustained economic development.It is even more important to effectively crack down on administrative violations such as illegal land occupation and building,comprehensive administrative enforcement powers,centralized law enforcement resources,and centralized exercise of administrative penalties by one department.This paper starts with the research purposes,significance and basic theory of the comprehensive administrative law enforcement right in the construction of illegal land occupation and construction.Based on a comprehensive analysis of the current research situation of land supervision and law enforcement at home and abroad,it uses field investigation,data statistics,literature research,Case analysis and other methods,Combining my work experience and understanding at the county-level administrative law enforcement department,taking Changsha County as an example,comparing and analyzing the data of national land investigations in recent years,in-depth analysis of the current situation,causes and governance urgency of illegal land occupation in Changsha County,The research results show that the original administrative law enforcement system is not smooth,there are many illegal land activities,and there are many causes of illegal construction.The functions of various departments are overlapping,the law enforcement forces are scattered,and the means are single.The illegal construction has caused many harms.combined with the obvious effect of Changsha County in carrying out the comprehensive administrative law enforcement system reform in the investigation and punishment of illegal land occupation,For example,it has integrated law enforcement subjects,concentrated law enforcement forces,improved law enforcement efficiency,improved law enforcement image,and rationalized institutional mechanisms.Put forward the feasibility suggestions for rationalizing the construction mechanism,comprehensive law enforcement resources,strengthening the top-level design,strengthening the propaganda of the law,and other measures to control illegal construction.Suggest,to curb the spread of illegal land occupation and ensure that land use is in compliance with laws,in line with development plans,and in line with conservation and intensive use.
