| 2023 Jilin Provincial Transportation Work Conference proposed: to promote the effective improvement of transport supply quality and reasonable growth of quantity,to steadily promote the high-quality development of transport,and to effectively write the chapter of Chinese-style modernization of Jilin as a pioneer.In recent years,Tonghua City has thoroughly implemented the high-quality development strategy of "one main and six pairs",focused on the people’s needs for better travel,continued to carry out the transportation service quality project,and vigorously developed the construction of transportation support and security system.The development of transportation industry has achieved remarkable results,and the people’s happiness of travel has been significantly improved.In November 2022,the five-year construction of the bus city was successfully completed.The expert group of the Ministry of Transport went to Tonghua City to inspect and accept the construction work,and spoke highly of the completion of the work.The investment and financing mode of "scientific research institution + social capital" in Tonghua City has been vigorously promoted in the transportation system of the province,and received unanimous praise from the industry.However,it can not be ignored that illegal operation is still the stubborn malady that restricts the healthy and sustainable development of Tonghua transportation industry.It infringes on the rights and interests of legitimate operators,the vehicle performance is worrying and the life safety of passengers can not be guaranteed,and it disrupts the normal operation order of the passenger transport market and becomes a hidden danger of instability in the industry.Therefore,in the new era and under the new situation,the competent department of transport should always adhere to the people-centered development thought,make greater efforts to build the transportation to the satisfaction of the people,take multiple measures to deal with the illegal operation problem in coordination with the forces of all sectors of society,and speed up the construction of a prosperous,rich,harmonious,civilized and beautiful modernization.This paper studies the illegal operation of road passenger transport in Tonghua City from the perspective of promoting the high quality development of transport industry.First of all,the core concepts in the paper are defined according to the industry laws and regulations and the research opinions of experts and scholars in related fields,and the governance theory is taken as the theoretical research tool of this paper.Secondly,the paper introduces the development of Tonghua transportation,especially public transportation,and the basic situation of illegal operation.To investigate the measures to control illegal operations in Tonghua City,excavate the problems existing in the governance and the deep-seated reasons for the problems,and find the "cause" for the next step to explore the solution to the problem.Next,look at the global understanding and analysis of domestic and foreign cities in the successful governance of illegal operations to promote the development of high-quality industry experience.Finally,based on the previous research results and from the actual situation of Tonghua City,the paper puts forward specific countermeasures for the governance problems,which are to promote the construction of the rule of law,improve the quality of transportation service,prioritize the development of public transportation,deepen the reform of the taxi industry,strengthen the construction of law enforcement capacity,etc.,to create a good atmosphere to form a cooperative and co-governance situation,and fundamentally solve the problem of illegal operation. |
