Problems And Countermeasures Of Administrative Enforcement Of Urban Management In Railway Station Area In Chengdu

Since the reform and opening up,in order to adapt to the continuous development of China’s public transportation,the number of railway stations in major cities has also increased.The number of personnel in the train station area is complex and their status is complex.It is a window for the city’s external influence and affects the function of the city.However,it is precisely because of the special personnel and location conditions in the train station area that the difficulty of managing the railway station area is also greater than that of other areas of the city.The problem of law and order in the train station area has always been the difficulty and focus of urban management at all levels of government.This paper takes the urban management of the Chengdu Railway Station area as an example.A large amount of literature data is prepared in the early stage,with conducting field visits and distributing questionnaires in the train station area to gain the data,and the sums up the main features and the difficulties of the urban management in the train station area.There are two types of problems in the railway station area in the law enforcement process,one is the external disturbances which are caused by the chaotic environment in the train station area,false media reports and so on.The other is internal disturbances which are caused by insufficient staffing and non-standard law enforcement procedures and so on.Then,this paper analyzes the causes of these two types of dilemmas,which represent to the imperfect legislative mechanism,differences between the urban management people and the traders,the lack of guarantee of the qualities of law enforcement officers,unreasonable law enforcement means,inadequate financial guarantees and incomplete supervision mechanism.Finally,based on the analysis’ s reasons,the paper gives targeted and relevant improvement measures.The corresponding measures are: advancing the construction of the rule of law,increasing publicity,providing personnel protection,strengthening the rule of law,increasing investment,improving the supervision mechanism and carrying out administrative law enforcement with advanced technology.
