| The discipline inspection and supervision organization at the township level is the most basic discipline inspection and supervision department and the smallest unit of discipline inspection and supervision system.Whether the discipline inspection and supervision departments of villages and towns can give full play to their supervisory role is not only related to the overall effect of comprehensive and strict administration of the party at the township level,but also the key link to push the strict administration of the party in depth at the township level.The effective function of the township discipline inspection committee is directly related to the effectiveness of the construction of the party style and clean government at the grass-roots level,the ruling position of the party and the consolidation of the grass-roots political power.However,when the township discipline inspection committee performs its supervisory duties,its functions are often difficult to give full play to effectively,which eventually leads to the township discipline inspection committee becoming a relatively weak link in the discipline inspection and supervision system.In view of this,this paper summarizes the related research of township discipline inspection and supervision,and discusses and expounds the key concepts,institutional basis and theoretical basis involved in this problem.This paper mainly analyzes and discusses the present situation,problems and causes of discipline inspection and supervision institutions in villages and towns,and puts forward corresponding countermeasures and suggestions.This paper finds that there are many studies on discipline inspection and supervision,but there are still weak links in the study of discipline inspection and supervision at township level.Based on the western theory of separation of powers and checks and balances,the Marxist theory of inner-party supervision and the Sinicization of Marxist theory of inner-party supervision,it is considered that General Secretary Xi Jinping’s exposition on inner-party supervision is the most suitable theory in China.At present,the problems of township discipline inspection and supervision institutions in supervision are mainly the absence,offside,dislocation and vacancy in supervision;This is mainly due to the dilemma of the dual role of the township discipline inspection committee itself,the lack of implementation of the township level transfer function,the lack of implementation of the current policies and regulations of the township discipline inspection committee,the lack of a three-dimensional supervision system for the whole township,and the influence of false accusations. |
