Study On The Fulfillment Of The Supervisory Duties Of The County Discipline Inspection Commission

Since the 18th National Congress of the Communist Party of China,the new central leadership and discipline inspection and supervision organs at all levels have issued a series of effective measures.The central committee of the communist party of China has decided to carry out reform of the supervision system in response to the increasingly deepening anti-corruption situation and the problems in the national supervision system,such as narrow scope of supervision,scattered power of corruption and poor connection of discipline and law.The reform of the national supervision system is of great significance to the modernization of China’s governance system and capacity.At the same time,it is also the creation of the anti-corruption system with Chinese characteristics and the improvement of the party and state supervision system.We take the reform of supervision system as the starting point,and the research object as the county disciplinary inspection and supervision organization in this paper.In January 2018,comrade leji Zhao stressed that "the county and township commissions for discipline inspection should take the investigation and punishment of unhealthy practices and corruption around the masses as an important task,and dare to take up the responsibility and challenge them,so as to comprehensively govern the party with strict discipline to the last mile" at the second plenary session of the 19th Central Commission for Discipline Inspection.The county-level discipline inspection commission plays an important role in China’s discipline inspection and supervision system.As the "last mile" of anti-corruption work,the newly established county-level commission for discipline inspection still faces a long and arduous task.Based on the case of the commission for discipline inspection in L district of D,this paper introduces the main practices and effects of the commission for discipline inspection in fulfilling its supervisory duties.By interview and questionnaire and data analysis.we found that there is an unsound mechanism to prevent corruption in the performance of the supervisory duties of the commission for discipline inspection in L district,and the supervision and management is not in place,and enforcement and supervision is lagging behind,and the professional level of function performance is not high;what’s more,we also found the shortage of discipline inspection and supervision cadres,and professional quality need to be improved and so on.At the same time,we have identified the reasons for the incomplete implementation of the concept of the "four forms",the impact of the dual leadership system on the performance of oversight functions,the high expectations of the public,the arduous tasks of the staff,the complex composition of the supervision team,and the unimpeded self-supervision mechanism.In view of the problems,this paper puts forward some countermeasures such as implementing the "four forms" of discipline enforcement supervision,paying attention to the risk prevention of power operation.constructing the normal supervision mechanism,strengthening the construction of discipline inspection and supervision cadres,and perfecting the internal and external supervision mechanism of discipline inspection and supervision institutions.The ideas and assumptions put forward in this paper are of certain reference value to the county discipline inspection and supervision organs in fulfilling their supervisory duties under the new situation.
