| Community is an important component of society.With the rapid development of China’s economy and society and the acceleration of urbanization,the role played by communities has become increasingly important,especially in the promotion and implementation of national major issues such as rural revitalization,epidemic prevention and control,effective community governance is very important and necessary.In the process of advancing the national policies,decision-making and deployment to the end of the "last mile",communities have gradually become the frontier and main battlefield.Therefore,the orderly and efficient governance of the community has become an important fulcrum for the modernization of the national governance system and governance capacity.Since the reform and opening up,the country has continuously made effective exploration in social governance,and gradually extended the focus of governance to the grass-roots level.The Third Plenary Session of the 18 th CPC Central Committee for the first time incorporated "modernization of the national governance system and governance capacity" into the official political discourse system,and proposed innovative social governance system to adapt to the new normal of social governance in the new era.In the report of the 19 th National Congress of the Communist Party of China,it was proposed to improve the community governance system and realize the status of co construction,co governance and sharing of the social governance pattern.In practice,the Party and the state have also issued a series of principles,policies,guidelines and supporting measures.Among them,community governance led by party building is a common way to explore and use around the country,and has also achieved some results.However,according to the meta governance theory,polycentric governance theory,holistic governance theory,collaborative governance theory and new public management theory,it is believed that overemphasizing the party building may damage or neglect the participation of other subjects,thus adversely affecting community governance and hindering the development of community governance.Therefore,this paper takes Beijipo Street Community in Tai’an City as the research subject.In order to quickly and effectively solve multiple overlapping problems such as zoning adjustment,epidemic prevention and control,this street conducts community governance under the leadership of party building,such as establishing a temporary party branch,grid management,"red property",etc.,and has achieved corresponding results,which has certain research and reference value.At the same time,on the basis of studying the effectiveness of the street under the leadership of the party building,this paper studies the participation of other subjects,such as neighborhood committees,community residents,property companies,etc.,through case analysis,literature research,field research,etc.,and analyzes the root causes of the problems according to the existing problems and weaknesses,and puts forward countermeasures and suggestions to optimize the community governance of Beijipo Street.This has certain reference significance for Tai’an Beijipo Street Community and other similar communities across the country to solve the problem of multi subject participation in governance. |
