Research On The Process Reengineering Of Construction And Approval Of Investment Projects In Hubei Province

Building a service-oriented government must adhere to deepening the reform of “streamline administration,delegate powers,and improve regulation and services” and reduce institutional costs by reducing approvals.In response to the “four more and one long” problems of China’s investment projects,such as many approvals,more process links,more application materials,more intermediary fees,and long approval time,the provinces have been trying constantly,but due to lack of systematic institutional changes,local reforms It also faces many difficulties,so it is imperative to re-engineer the approval process for investment projects.Firstly,this paper reviews related research on service-oriented government theory,collaborative governance theory and business process reengineering theory through relevant literature and data.Based on the framework of process reengineering reform,it proposes a service-oriented government process reengineering reform framework based on the characteristics of China’s reform.The development of information technology brings opportunities for government process reengineering.The government uses this vision to make changes or breakthroughs in organizational structure and government functions,ICT system platform,process redesign,organizational culture and personnel behavior transformation around “citizen needs”.Secondly,taking Hubei Province as the research object,through interviews and investigations,the problems and causes before and after the approval of the investment project construction in Hubei Province were reviewed in detail,and the process reengineering design was analyzed in combination with the reform framework.Finally,the paper analyzes the effectiveness of the process reengineering in Hubei Province and puts forward relevant suggestions to provide useful reference for relevant reforms in various regions.The research results show that Hubei Province has achieved organizational restructuring,integrating some departmental functions to constrain administrative rights,information sharing and departmental collaboration have improved the efficiency of examination and approval,and the innovation approval process has enhanced the convenience of approval.And the variable factors in the model have a significant impact on the depth and breadth of the re-engineering process.Therefore,in the future development of relevant work in various regions,we must adhere to citizen-centered;we must pay attention to the key variables affecting reengineering,create gradual reforms based on local fundamental reforms;integrate fragmentation functions and systems,and promote cross-sectoral cross-sectoral Organize collaboration and improve processes to be effective.
