Research On The Grassroots Construction Of Chinese Communist Party In Community Governance Of Yingzi District In Chengde City

Community is the basic of economic and social development,and community Party construction is the focus of the grassroots Party construction.Community governance is the basis of social governance,and the capacity and level of community governance is closely related to its efficiency.The leadership of grassroots Party organization is the most fundamental feature of community governance in China.Adhere to the leading role of community Party construction,give full play to the effectiveness of various social organizations in the community,and realize the orderly development among government functions,residents’ self-governance and social adjustment.Yingzi District of Chengde City,as a resource-exhausted city,has prominent contradictions in the post-mining era,such as the complex population structure,the surface subsidence caused by mineral resources exploitation,the water resource depletion,the reduction of arable land and laid-off workers,etc.,then the pressure of grassroots Party construction is gradually increasing along with the economic downturn.How to deeply integrate grassroots Party construction and community governance to solve various kinds of community governance problems is an urgent problem to be solved.This paper makes a study on the leading role of the Party construction in the community development of Yingzi District by means of interviewing,literature research and field investigation.This paper is based on the related theory of community governance and field survey,firstly a comprehensive analysis about the community governance situation is carried out and the community governance effect is evaluated,and some of the mechanisms of certain theoretical significance of the community governance are summed up,those are "thousands of cadres serve the people face to face" activities.At the same time,the paper analyzes some problems that remain to be solved in community governance,including the structure of the cadre contingent and the role of Party members need to be optimized;Communities are understaffed and infrastructure is weak;Governance subject participation is not enough;Disadvantages in the original community governance model.On this basis,different models are analyzed,and the experience of community governance in some big cities are summarized,so as to provide reference for the optimization of community governance in Yingzi District.Finally,put forward the countermeasures to comprehensively optimize the community governance in Yingzi District: to strengthen the education and training of Party members,improve the management mechanism of building grassroots Party organization,enhance the comprehensive soft power of community-level Party organization construction,strengthen the grassroots Party organization to grasp the primary governance responsibility and build the new pattern of grassroots Party in the industrial and mining areas and so on.It is hoped to provide some feasible suggestions for the improvement of community governance and organizational guarantee for the transformation of Yingzi District,and also provide effective reference for the grassroots Party construction in other regions.
