Multivariate Co-governance:A Study On The Generative Logic Of Urban Community Governance Action System From The Perspective Of Rational Choice

Community is the basic unit that makes up a city,and also the foothold of social governance at the grass-roots level.Further development of urban community governance is a key link to promote the modernization of national governance system and governance capacity,and is also the only way to strengthen and innovate social governance.As China enters the new era of comprehensive reform and opening up and deepening development,the conditions and mechanism of urban community governance have undergone major changes.With the gradual expansion of social forces and the increasing diversification of community activity subjects,community governance presents a new situation of multiple subjects governing together.However,through literature review and field investigation,it is found that various actors’ "dislocation","absence","offside" and even mutual contradiction often occur in the governance process.Therefore,this article main research question is the production of action system in the urban community governance logic,both between multiple subject of community governance has the advantages of resources,play to the function of each different,have different norms,how they are in the process of interaction to participate in community governance gradually formed a stable and orderly community governance system.From the perspective of rational choice theory,this paper adopts many methods such as investigation and interview,literature analysis and case analysis.On the basis of field investigation and in-depth interview in G district of S city,FY community in G district is selected as the case of this paper.Firstly,the author discusses the background of FY community governance action system from the perspective of rational choice,which explains the disorder of various actors in FY community governance and the disorder of community governance.Then,it analyzes the interaction process of various actors in FY community governance,which is also the formation process of FY community governance action system.Finally,through analyzing the action choices of various actors in FY community governance,this paper deeply discusses how to regulate and coordinate the actions of multiple subjects in community governance,integrate their resources,form a stable and orderly action system,and jointly promote community governance.Through research and analysis,this paper draws the following basic conclusions:first,the formation process of urban community governance action system is a process from micro to macro,and then from macro to micro;Secondly,in the formation of the community governance action system,the role positioning and functions of various actors are mainly based on the advantages of the actors themselves.Thirdly,the orderly formation of community governance action system can better regulate the actions of various actors,so as to improve the level and efficiency of urban community governance.
