Strengthening the construction of judges in the staffing system is an important link to improve the ability and quality of the judges,the objective need to promote the professionalization of judges,and the inevitablerequirement to meet the people’s expectations for fairness and justice.After the 19 th National Congress of the Communist Party of China,in order to adapt to the judicial responsibility system,judges have been selected by thestaffing system in accordance with the new standards to exercise the judicial rights as the defenders of the new legal dignity and the legal authority in accordance with the law.As the judicial reform has put forward new requirements for improving the judicial abilityand better practicing the purpose of serving the people,the judges have assumed more pressure and responsibility.The new team building model has been in operation for a period of time.After continuous refinement,the judges have a strongersense of serving the people and a stronger sense of working and starting a business.They can exercise the power entrusted by the Constitution and laws more professionally,so that the law can play its due effect.Taking Y City Court as an example,based on the systematic analysis of the construction of judges,this paper first introduces the practical background,the research significance and the dynamics at home and abroad,and defines the mainconcepts related to the reform of the judicial system,the staffing system and the construction of the judge team.After that,through visiting research to master the Y city court internal institutions and the judge’s age,judge,summed up theteam construction involving judge selection and exit,education and training,performance appraisal and bonus distribution,professional security,clear the current judge team construction in enhancing quality,improve trialefficiency,stable judge team,improve judicial credibility,points out that the current judge selection mechanism is not standard,education and training,performance appraisal way is unreasonable,professional security is not comprehensive.In this regard,four targeted suggestions are proposed in this paper,including standardizing the conditions of judge selection,highlighting the role ofeducation and training,improving the quality of the judge team,improving the judge performance appraisal,establishing the standard assessment system,perfecting the professional security system,and perfecting the professional security system.It is hoped to play a role in further promote the further improvement of the judge team of Y City courts and even the national staffing system.
