Being an important part of the classified management of the court’s personnel,the quota system of judges relates to the vital interests of many groups and is significant to promoting the judicial process of China.The reform of the quota system of judges,to certain extent,achieved the original intention of improving the quality of cases and realizing judicial justice by optimizing the judges.However,some problems have not been properly solved in the reform,such as the inaccurate determination of the proportion of posts,the imperfect flow for the judges to take posts,the phenomenon of “more cases and fewer judges”,the outflow of the court’s talents,the insufficient auxiliary judicial personnel,and the incapability of some comprehensive supporting measures of reform to be promoted harmoniously.These problems make the reform of the quota system of judges unable to produce the maximum benefits.Therefore,the proportion of the quota must be reasonably adjusted;the procedure of selecting judges must be improved;the guarantee for the judges to fulfill their duties must be reinforced;the auxiliary judicial personnel must be added;and various supporting measures must be followed up.With a series of measures above,the problems shall be solved in the further deepening reform of judicial system.The study of the quota system of judges is helpful to intensify the construction of the judges’ professionalization,promote judicial justice,and is expected to provide useful reference for promoting and improving the quota system of judges of China in the next phase.
