Research On The Supply Of Time Bank Volunteer Service For The Aged

According to the data of the seventh national census,the number of people aged 60 and over in China reached 260 million,of which 190 million were aged 65 and over,and increase of 2.51 percentage points and 2.72 percentage points respectively compared with the sixth census.China’s aging process is becoming increasingly severe,and the accompanying pension problem is imminent.The change of family structure and the collapse of living concept have shaken the solid traditional family pension model.With the improvement of living standards and the extension of life span,it is the forces that how to realize the care of the elderly by the younger generation and promote the development of community care services.Time-based voluntary pension in banks is one of the key measures to make full use of the human resources of the young elderly to relieve the pressure of pension,and it is also a mutual assistance pension activity which is strongly advocated by the state to combines pension with voluntary service.Up to now,China’s time bank voluntary pension service activities are still in the primary stage of crossing the river by feeling the stones.From the perspective of supply,this paper takes time bank of Xinzhu community in Nanning as the research carrier.Taking in-depth interviews with voluntary service demanders,volunteer service providers and community workers in this community about service content,service methods,publicity methods,funding channels,participation in volunteer service awareness,service quality assessment,reward and punishment mechanism and training.Through on-the-spot investigation and in-depth interviews,we learned about the current situation and achievements of volunteer service of Time Bank in Xinzhu community from volunteer supply demanders,volunteer supply service providers and community workers from demanders 、 volunteers and community workers.In the current operation situation,it is analyzed that there are significant deficiencies in four aspects,namely,service subject,service content,service mode and service quality,in the current voluntary pension service of Xinzhu Community Time Bank.It mainly shows that:(1)the main body of supply service is centralized and single,(2)the content of supply service is homogeneous and fixed,(3)the way of supply service is lagging behind,and(4)the assessment of volunteer service is not sound.Through in-depth exploration,the main reasons for the deficiency in the development of volunteer pension service of Xinzhu Community Time Bank.Here as follows:(1)misleading publicity content,subjectivity of information acquisition;(2)community homogeneity,lack of professional training;(3)lack of information management platform and backward management technology;(4)the service quality assessment is not perfect,and the implementation of reward and punishment mechanism is low.Based on the tenet and goal of “neighbourhood care and mutual aid for the aged” and sharing the fruits of social development by the elderly,the search gives some suggestions under the present situation and deficiencies about volunteer aged care service of time bank in Xinzhu community:(1)improve the accuracy of publicity,enhance awareness;(2)expand the heterogeneity of service capital,consolidate professional service skills;(3)introduce network information platform into the time bank,updating management methods;(4)perfect checkup system and improve the reward and punishment mechanism.In this manners,the suppler,the content,the mode and the quantity of community voluntary service for the aged are getting improved.Taking time bank as the carrier,promote the improvement of the supply of volunteer service for the aged in the community and achieve goals both sustainable development of volunteer services and respecting 、 helping and caring for the elderly.
