| At present,China has a "9073" elderly care pattern,that is,about 90%of the elderly age at home,about 7%rely on community support,and about 3%of the elderly age in institutions.It can be seen that the optimization and development of the home care model is very important for the elderly in China.Time bank as a supplementary model of community aging at home model,and the level of human resource management affects the sustainability of time bank.In this context,this paper takes Xinzhu community time bank as the research object,combines "aging in place" and "aging in place",takes human capital theory and two-factor theory as the theoretical basis,adopts field research method,and studies the problems faced through attracting,employing,nurturing and retaining people.We use the field research method to study the problems faced in four aspects,analyze the causes and propose feasible suggestions.According to the field research,the problems faced by volunteer management of Time Bank are mainly the following four points:first,the recruitment process is arbitrary,including recruitment standards,recruitment methods and recruitment processes are more arbitrary;second,the service matching accuracy is not high,the non-specialized supply and specialized demand do not match,the service content is single to achieve targeted services;third,the training effect is not significant,the lack of training demand analysis leads to Fourth,the evaluation of service quality is more subjective,and it is difficult to monitor and evaluate the service quality,and the evaluation of service recipients is more subjective.The study found that the above problems were attributed to:first,few staff,unreasonable recruitment planning,lack of professional recruiters,and failure to forecast demand;second,the main body of volunteers is the elderly of low age,and the lack of volunteers of other ages leads to homogeneity of service supply and lack of professional service teams;third,weak training faculty,imperfect training mechanism,emphasis on form rather than substance,and lack of training Fourth,there is a lack of unified service quality evaluation standards,and the service content itself is complex and diverse,so it is difficult to achieve unified standards.Firstly,we should improve the professionalism of recruiting staff,make scientific recruitment plans,hire professional recruiters,and strengthen professional training for staff;secondly,multiple subjects should participate together to provide accurate services.Stimulate volunteers’ enthusiasm for service,promote the spirit of volunteerism,integrate social resources and provide targeted services;third,improve the teacher power of training,perfect the training system,invite trainers through multiple channels and improve the professionalism of trainers;fourth,provide policy support and unify service quality evaluation standards.Promote the development of the time bank elderly care model,provide diversified elderly care services for the elderly,relieve the anxiety of the elderly,and achieve a sense of security,a sense of worthiness,and a sense of enjoyment. |
