Study On Time Bank Mutual Support For The Aged

Since the 1990s,China has been entering an aging society.At the same time,"Time Bank" was introduced to China,and combined with mutual assistance to provide for the elderly,a new model of "Time Bank" for mutual assistance was formed.With the continuous development of the times,the problem of population aging has become more and more serious,especially in rural areas where the economic development is relatively backward.The traditional pension model can no longer meet the needs of social development.In recent years,China has continuously been exploring new ways to tackle the problem of population aging.The emergence of the "time bank" mutual assistance pension model improved China existing pension system and provided a new way to address the problem of population aging.In this article,we first explain the background and significance of research,and combine and summarize the development of "time banks" at home and abroad.Based on the "Social Exchange Theory" and "Social Capital Theory",the research is carried out on the "Time Bank" mutual assistance for the elderly in L County,Tangshan City,Hebei Province by using the methods of field interviews and questionnaire surveys.With the help of SPSS software to sort out and analyze the 553 questionnaires which we collected,We analyzed the participation and matching methods of volunteers and service targets,the frequency and duration of volunteers’ The composition and the six aspects of the government’s support for the "Time Bank" objectively and truly reflect the current development status of the "Time Bank" mutual assistance pension in L County.The current development status of the "Time Bank" mutual assistance pension in L County was truly analyzed according to with Participation and matching methods of volunteers and service targets,frequency and duration of service provided by volunteers,storage and exchange of "time currency",composition of "time bank" staff,and government support"time bank".Through in-depth analysis of the reasons,it may six cause:the lack of understanding and the traditional old-age care concept;the mismatch of service supply and demand;the unsound of service and running system;the scarcity of volunteer training;the inefficiency of fund and government support.By learning from other regions’experience in developing "time bank" mutual assistance for the elderly,We proposed strengthen propaganda and change traditional old-age care thinking;build a ’3+3’ network information exchange platform;improve the service system and focus on volunteer training;establish a complete ’time’ Storage exchange mechanism;divide departments and responsibilities,establish multiple financing channels;increase government attention and strengthen top-level design" six countermeasures to promote the development of L County"Time Bank",and to develop the "Time Bank" for other rural areas in China "Banks"provide reference for mutual pensions.
