The south-western region of China is located in the seismic zone at the junction of the Asian-European and Indian Ocean plates,and has been affected by earthquakes for many years,which have caused the highest number of deaths and economic losses among all natural disasters.The supply and rationalisation of emergency supplies is becoming a central part of the relief effort.However,existing studies have not only found that the stockpiling of emergency supplies is not timely,but also that the deployment of supplies is complex and time-consuming,and that the "quantity of needs" at the disaster site is the only consideration,while the "quality of needs" is neglected.In order to solve the above-mentioned shortcomings,this paper investigates the problem of selecting the site of an earthquake emergency logistics centre and optimising the distribution path of emergency supplies based on the theoretical knowledge of the site selection,dispatching and path optimisation of emergency supplies.The main research contents of this paper are as follows:(1)The background and significance of the selected topic are explained,the current situation of domestic and international research is analysed,the theoretical concepts of earthquake emergency logistics,siting of earthquake emergency logistics centres,urgency of material demand at post-earthquake disaster sites and emergency material distribution path optimisation are introduced,and the advantages and disadvantages of relevant methods are summarised to lay the foundation for later research.(2)Taking the site selection of an earthquake emergency logistics centre as the research object,the evaluation system of the site selection of an earthquake emergency logistics centre is mainly considered in terms of cost,transportation and demand urgency factors by combing existing research results at home and abroad.The index weights were calculated by intuitionistic fuzzy hierarchical analysis,the evaluation indexes were standardized by fuzzy affiliation function,and the site suitability index was solved by improved weighted linear combination method.Afterwards,21 cities,states and counties in Sichuan were used as examples to select the optimal site for the earthquake emergency logistics centre based on the suitability degree.(3)A comprehensive evaluation system was established to evaluate the urgency of emergency material needs in post-earthquake disaster sites.Fuzzy clustering was applied to the urgency ranking,and grey correlation analysis based on entropy weight methodsuperiority and inferiority solution distance method was applied to the urgency ranking.And then,ten counties that were more seriously affected by the Wenchuan earthquake were used as examples to verify the validity of the model.(4)A multi-objective distribution route optimisation model was constructed to minimise time,cost and unsatisfied demand as the objective function,and an improved ant colony algorithm was used to develop the optimal distribution route.The feasibility of the model is confirmed by an empirical analysis of the Wenchuan earthquake,and the superiority of the improved algorithm is demonstrated by comparing the results of the algorithm before and after the improvement.This study can provide a reference for earthquake emergency relief decision-making. |
