| The report of the 20 th National Congress of the CPC pointed out that the national emergency management system should be improved,and the ability of disaster prevention,disaster reduction and disaster relief as well as the ability to deal with emergencies should be improved.We will form an emergency management system with Chinese characteristics featuring unified command,special and regular functions,sensitive response,and linkage between the upper and lower levels,and build a national emergency capacity system with unified leadership,consistent authority and responsibility,and authority and efficiency.The COVID-19 in China in 2020 and the flood disaster in Shanxi Province in 2021 caused serious economic losses and casualties.In order for the emergency management system to respond to such emergencies in a timely manner,it is necessary to establish an emergency logistics center to support the emergency rescue work.The emergency logistics center can effectively reduce the response time of emergency work and the transportation time of materials,optimize the entire emergency logistics system,and improve the efficiency of emergency rescue work.This paper will take Shanxi Province as an example to study the location of emergency logistics centers in response to emergencies.Through consulting data,analyzing the actual situation and relevant theories,it is concluded that it is necessary to establish emergency logistics centers in Shanxi Province,and then study the factors that affect the location of emergency logistics centers.Through the two steps,first establish the evaluation index system,and then use the computer to solve the model to find a reasonable location plan.This paper uses the literature analysis method,entropy weight method,and genetic algorithm to study the location of emergency logistics center.Through consulting the data and relevant government reports,it collects the literature of domestic research on the location of emergency logistics center,summarizes the existing problems and current situation of the research on this issue,and lays the groundwork for the later research.The entropy weight method is used to calculate the entropy weight of each index based on the degree of dispersion of each index data of all prefecture-level cities in Shanxi,and then the entropy weight is modified to a certain extent according to each index.Finally,the more objective index weight is obtained,and the alternative address is initially screened.Finally,a mathematical model with time and material reserve constraints is established.The objective function is to minimize the weight distance between each node.Through genetic algorithm,the problem to be solved is transformed into a process similar to biological evolution,which is more efficient than some common methods,and the optimization results can be obtained faster.The innovation of this paper is to provide a new way of thinking for the location problem: it is divided into two steps.The first step is to select the objective evaluation method for the preliminary screening of the location,so as to avoid the subjectivity of the results to a certain extent;The second step is to establish a mathematical model for further specific location work,and combine the heuristic algorithm similar to genetic algorithm to get the final result,making the location process more objective,scientific and persuasive.The evaluation index system of prefecture-level cities in Shanxi Province is established from the two aspects of emergency logistics capability and emergency demand.The entropy weight method is used to calculate and evaluate,and the final score results are obtained.The evaluation results are analyzed,and the regions suitable for the location of emergency logistics centers are selected.A mathematical model with time and reserve constraints is constructed.The objective function is to minimize the weight distance between the supply point and the demand point.The longitude and latitude coordinates of all nodes are counted and converted into plane rectangular coordinates,as well as the number of people affected by disasters and other data into the model.Set reasonable parameters,use genetic algorithm to solve,and get a reasonable location plan. |
