| In recent years,disasters in China have occurred frequently,and the government has paid more attention to the construction of emergency logistics system.The location-allocation problem of the regional distribution centers(RDC)is a key aspect in the construction of the emergency logistics system.Since the outbreak of the COVID-19 in area A,it has exposed some problems in management and distribution.Such as,the failure of RDC caused by spread of the epidemic,making the rescue time poor and the satisfaction rate of emergency supplies low.When RDC fails,the demand points responsible for the RDC must rely on a remote RDC to meet their demand.This will extend the rescue time,reduce efficiency,and even lead to the collapse of the entire logistics network.Therefore,to solve the above issues this paper aims to enhance the reliability of emergency logistics networks.In this paper,adhering to the rescue concept of "people-oriented",the shortest rescue time and the greatest satisfaction rate of emergency supplies are selected as rescue targets.Consider the phased characteristics because of RDC failure,this paper build a two-stage dynamic location-allocation model.The first stage is the LAP(location allocation planning)model when the RDC is fine.The second stage is the AP(allocation planning)model in case of RDC failure and scenario analysis is used to discuss RDC failure.And further analysis is carried out using random planning.Different from the past,this paper portrays the emergency logistics network as a three-level logistics network model,and considers the actual factors such as the population density of the epidemic area and the national secondary prevention strategy,which is more in line with the actual rescue scenario.In terms of algorithmic solution,an improved genetic algorithm(GA)is used.By changing the adaptability function,selection mode,mutation probability,failure mode,etc.in the GA,the improved GA increased convergence speed.Finally,the Python language is used for experimental calculations.First,compared the GA and improved GA,the results prove the advantage of the improved GA;Second,the results of the model RDC fine and RDC failure are compared,the location-allocation scheme of the emergency distribution center in area A is obtained when RDC is fine and RDC fails.Through comparison,it can be found that after the failure of the RDC,the rescue time was extended and the satisfaction rate of emergency supplies decreased.At the same time,it turns out that it is very important to consider RDC failure.Finally,after analyzing the impact of failure probability on the results,it can be found that with the increase of failure probability,the satisfaction rate of emergency supplies decreased significantly,but there was no obvious impact on rescue time. |
