| Chinese society is undergoing profound changes,and farmers have changed from past identity attributes into occupational properties.Since the 2012 Central Committee,the No.1 document on "vigorous cultivation of professional farmers" has focused on the cultivation of new professional farmers since the year.The cultivation of new professional farmers is to promote modern agricultural development,solving the important measures of three rural issues,and agricultural managers have provided critical talented support in rural revitalization as new professional farmers.Under the guidance of national policies,provinces and cities began pilot to cultivate agricultural managers,and the relevant cultivation work was in the ascendants.General Secretary Xi Jinping pointed out when participating in the Fifth Session of the 12 th National People’s Congress,the Sichuan delegation considered: "To cultivate more new professional farmers who love agriculture,understanding technology,and good management." Research on the Cultivation Policy of Agricultural Managers’ Breeding Policy.This study takes Guangxi as an example,in order to carry out various challenges of the cultivation policy of agricultural managers in Guangxi,through the questionnaire survey of participation and collecting a hand-made information on cultivation policy participants,it is theoretically systematically analyzed.The status quo and causes of Guangxi agricultural managers cultivated policy implementation,and attempted to present the path optimization of Guangxi agricultural managers in the development of agricultural managers.Based on the implementation of the policy implementation research,this article is based on Smith policy implementation model,and the development of ideas is the current research-the problem analysis-the cause analysis-propose a countermeasure.The first chapter summarizing the research on the cultivation of professional farmers.The second chapter is a detailed interpretation of the connotation and characteristics of agricultural managers,and is clearly explicit.The third chapter introduces the implementation of the economic manager of Guangxi agricultural manager,and analyzes the multi-angle carding and analysis of the data collected by the survey.The fourth chapter is the dilemma analysis of the implementation of the agricultural manager of Guangxi.The fifth chapter is the cause analysis of the presence of the implementation of the Guangxi agricultural manager policy,from the ideal policies,executive agencies,target groups,and policy environments.Chapter VI proposes the countermeasures of optimizing the implementation of Guangxi Agricultural Managers’ Policy. |
