| The strategy of rural revitalization is a major strategy put forward by the party and the state to realize agricultural and rural modernization as well as a socialist modernized country.In 2018,in order to further promote the modernization of the rural governance system and governance capabilities,the "No.1 Central Document" put forward five general requirements for the rural revitalization strategy,and the prosperity of the industry as the basis for improving the comprehensive ability of agriculture and ensuring the increase of farmers’ income was raised to one of the five general requirements key position.As an important carrier for the implementation of the rural revitalization strategy,rural areas have become the direction of active exploration by local governments on how to realize the prosperity and development of the agricultural industry.For this reason,in 2019,the Guangdong Provincial Government proposed to develop the industrial plan of "one village,one product,one town,one industry" to enrich the people and revitalize the village,and regard it as an important starting point for implementing the rural revitalization strategy and realizing industrial prosperity.The research on the implementation of agricultural industrial policy of "one industry in one town" has increasingly been a heated topic for realizing industrial prosperity and promoting agricultural and rural modernization.The thesis concentrates on the implementation effect of the agricultural industry policy of "one village,one product,one town,one industry" in Dongguan City,employing literature analysis,non-structural interviews,as well as quantitative analysis methods to understand the deviations in the implementation process,and through Smith’s policy implementation,the process model analyzes the factors of deviations in the implementation of the agricultural industry policy of "one village,one product,one town,one industry" in Dongguan City,based on which,targeted improvement strategies will be put forward.Through research,it is found that at present,the implementation deviation of agricultural industry policy should be broken through from multiple perspectives such as the content of the policy itself,the main body of policy implementation,the target group of the policy,and the policy environment.To commence with,at the level of the policy itself,with the local reality,improve the policy implementation procedures and the effectiveness standards of the agricultural industry policy,and strengthen the financial support.Additionally,in terms of the subject of policy implementation,it is necessary to strengthen the construction of the main body of policy implementation,increase the publicity of agricultural industrial policies and improve the government information disclosure system.Third,in terms of policy target groups,improve the driving ability of the implementation subject and strengthen the cultivation of new professional farmers to effectively improve the comprehensive quality of farmers.Simultaneously,attention shoule be paid to cultivating farmers’ ability to participate in politics,speeding up the construction of rural talent mechanisms,and change farmers’ concepts,so as to enhance farmers’ recognition of the policy.Last but not least,in terms of the policy environment,it is necessary to establish and improve the agricultural risk prevention mechanism,improving the incentive and punishment mechanism,and the error-tolerant and errorcorrecting mechanism. |
