| After the victory in the battle against poverty,China has started a new situation of comprehensively promoting rural revitalization.Vocational education will play an increasingly important role in rural revitalization.In the period of poverty alleviation,the function of vocational education in serving rural areas has not been deeply developed,the logic of serving rural revitalization is not clear,the service way is narrow,and the service function is not obvious,which restricts the comprehensive and long-term development of rural areas.In the new era,the rural revitalization strategy is more urgent for vocational education to serve the rural function,vocational education can do a lot,and should do a lot.From the attribute point of view,vocational education belongs to quasi-public goods,and the government is the main provider and manager.From the perspective of county-level government,the county-level government’s governance of vocational education determines the development effect of vocational education.The county-level government has the function of promoting the development of vocational education and implementing the strategy of rural revitalization.The effective performance of the county-level government’s function is the key for vocational education to serve rural revitalization.From the perspective of national policies and based on laws and regulations,this paper analyzes the functions that county-level governments should perform in developing vocational education,and further discusses specific functions such as overall planning and implementation of policies,financial support and platform building,coordinated development and management supervision,promoting the development of vocational education and guiding its service economy.Based on the theory of the vocational education function and role of the county government,Longchuan County of Heyuan City is selected as the research object,and interviews and questionnaires are used to conduct in-depth investigation among the staff of the county government departments,township government staff,teachers and students of vocational schools,etc.Based on the basic situation of local vocational education service for rural revitalization and the current situation of government performance in Longchuan County’s vocational education service for rural revitalization,it is found that there are some problems in Longchuan County’s vocational education management,functional play of vocational education and government publicity,and there is still a big gap with the ideal county government function to promote vocational education service for rural revitalization.Under the guidance of the theory of the role of the government and the theory of governance,this paper investigates the current situation of the government performing its duties in the process of the vocational education serving rural revitalization,and analyzes the problems in the process of the government performing its duties,including the absence of the function of the vocational education planning and policy implementation,the absence of the function of promoting the development of vocational education and the function of coordinating and coordinating the vocational education,and the lack of the function of guiding the vocational education to serve the economy.According to the analysis of the causes of the problems,the main reasons leading to the absence of functions and the insufficient play of functions lie in the deviation of the role of the government and the lack of a clear understanding of the function of vocational education.Based on theoretical research and local practice,it is suggested that county-level governments should define their own role positioning and fully and effectively play their functions,including: grasp the government function positioning and better play the guiding role;Establish a vocational education governance system with the participation of multiple subjects;We will develop vocational education in light of local conditions and adopt people-oriented and targeted policies. |
