Research On The Function Optimization Of Grassroots Government In Characteristic Town Construction Under The Background Of Rural Revitalization

The 19th National Congress of the Communist Party of China proposed the rural revitalization strategy for the first time.The Central Committee of the Communist Party of China and the State Council have issued multiple documents to plan and deploy the rural revitalization strategy,including proposing to build a batch of high-quality characteristic towns.It is clear that the construction and development of characteristic towns is one of the important tasks of the rural revitalization strategy.The Central Committee of the Communist Party of China and the State Council,as well as various national ministries and commissions,have also issued guidance and implementation documents on characteristic towns.Moreover,with the continuous increase of the income of urban and rural residents in China,people’s desire for a better life has not only met their material needs,but also increased their requirements for spiritual culture,ecological civilization and other aspects.People need a leisure place that integrates tourism,entertainment,food,residence and other functions.Under this background,various characteristic towns in various regions of China have emerged at the historic moment.According to the national strategic deployment,Qinghai Province has proposed the "One Excellence,Two High" development strategy and issued relevant documents on implementing the rural revitalization strategy,in which it proposes to create a group of distinctive folk cultural villages.Subsequently,relevant documents were issued on promoting the construction and development of characteristic towns in Qinghai Province,which clearly stated the need to build Ping’an Post characteristic towns.This article takes the characteristic town of Ping’an Yi in Qinghai Province as the main body,elaborates on the development overview of Ping’an Yi characteristic town,summarizes the performance of the government’s functions in the construction and development process of Ping’an Yi characteristic town,summarizes the problems existing in Ping’an Yi characteristic town through interviews and research,and analyzes the reasons for the problems from the perspective of grassroots governments.Based on the experience and inspiration of government function fulfillment in the construction and development of domestic characteristic towns,and in response to the problems and reasons analyzed,and based on the theory of new public service,optimization suggestions are proposed for the government function fulfillment of Ping’an District in the construction and development of characteristic towns.It is believed that the government of Ping’an District should take 11 specific measures to optimize and improve the performance of government functions from three aspects: strengthening financial support,improving infrastructure support,promoting industrial integration,promoting new forms of tourism development across the region,enhancing public service awareness,and improving various service measures,in order to promote the high-quality and rapid development of Ping’an District’s characteristic towns.At the same time,it is also hoped that the research results of this article can provide reference and guidance for grassroots governments in other regions to better fulfill their functions in the construction and development of characteristic towns.
